XRP's Protocol Vote and ETF Surge Signal a Dual Transformation

A pivotal governance vote and a record-breaking week for exchange-traded funds are converging to reshape the future of XRP. While the broader crypto market enjoys a $1.1 billion weekly inflow—its strongest since January—XRP is charting a distinct course driven by deep technical upgrades and surging institutional demand.

The core of the current transformation lies in two proposed protocol amendments, XLS-65 and XLS-66, which opened for validator voting on April 17. Their passage would fundamentally reorient the XRP Ledger from a payments network toward a platform for institutional decentralized finance (DeFi). XLS-66 aims to enable native on-chain loans with fixed terms, uniquely forgoing the over-collateralization typical in DeFi today. This system would instead rely on off-chain underwriting and credit checks. Supporting this, XLS-65 would establish Single Asset Vaults to pool liquidity from multiple depositors, creating the capital foundation for this new lending market.

Founder Charles Hoskinson of rival blockchain Cardano recently leveraged debates around Bitcoin's upgrade process to advocate for formal on-chain governance models like those used by Cardano, Polkadot, and Tezos. A successful vote on XLS-65 and XLS-66 would demonstrate the XRP Ledger's own capacity for coordinated, protocol-level change.
