The Tether USDt price remained close to its dollar target as Russia approved USDT for public trading on domestic exchanges. The decision expands the stablecoin's potential regulated-market access, but the framework also imposes limits on some investors and does not remove the operational risks associated with a centrally administered token.
Price remains close to the peg
Investing.com displayed Tether USDt at 0.9996 USD when the page was read on November 8, 2026. The same page showed a 24-hour volume of 24.68 billion USD, a market capitalization of 176.78 billion USD and 177.03 billion USDT in circulation. Its displayed 52-week range was 0.9943 to 1.0032 USD. Because the page did not provide a dated UTC prior-day closing basis, no daily percentage move is stated here.
These figures describe a stablecoin designed to track the US dollar, rather than a conventional growth asset. The Tether website says its tokens are pegged one-to-one with a matching fiat currency and backed by reserves. It also explains that USDt operates across multiple blockchain networks, meaning users must select the correct transport protocol when transferring tokens.
Russia opens a regulated route
According to Anadolu Agency, Russia's central bank approved Bitcoin, Ether and Tether USDT for public trading on domestic exchanges. The regulation takes effect on November 17, 2026. Non-qualified investors will be limited to purchases of 300,000 rubles, or 3,660 USD, per broker in each calendar year. Qualified investors will face no such purchase limit for cryptocurrencies traded on exchanges and over-the-counter markets.
The inclusion of USDT under the category of foreign digital instruments is relevant because the framework selects assets using criteria including market capitalization, average daily trading volume and at least five years of price history on foreign platforms. All investors must also complete testing and review the risks before trading.
Centralization remains an investor factor
USDT's liquidity and broad exchange use are accompanied by issuer-level intervention powers. Insurance Journal, citing Bloomberg, reported that Tether froze about 1.5 billion USD of USDT after a major Binance security incident. The report also said Tether had blacklisted 5 billion USD in total and would continue working with TRM Labs after the T3 Financial Crime Unit was dissolved.
For users and investors, the combination of a near-dollar price, deep reported liquidity and expanding regulatory access supports USDT's role as a settlement and trading instrument. At the same time, Russia's investor restrictions and Tether's ability to freeze tokens underline that access, redemption and transferability depend on both regulation and issuer controls.
