USDC (USDC) enters a new European oversight phase on November 12, 2026, when the European Banking Authority takes direct responsibility for key safeguards covering the token's EU issuer. The USDC price stands at 1.0010 USD as of October 25, 2026, according to Investing.com.

EBA takes over four USDC safeguards

The European Banking Authority classified USDC as a significant e-money token on October 14, 2026, making it the first of 45 e-money tokens notified under the European Union's Markets in Crypto-Assets Regulation to receive that designation, according to European Banking Authority.

From November 12, 2026, the EBA will directly supervise the EU issuer's own funds, reserve assets, liquidity requirements, and recovery and redemption plans. France's Autorite de Controle Prudentiel et de Resolution will retain responsibility for governance, qualifying holdings, management suitability, outsourcing and conflicts of interest, according to the same EBA release.

Reserve rules add a 60 percent threshold

The significant-token framework sets a 60 percent bank-deposit minimum for the EU issuer, twice the 30 percent minimum applying to other electronic money tokens, according to TokenPost. The requirement covers Circle Internet Financial Europe SAS, while Circle Internet Financial, LLC issues USDC in the United States.

Circle has asked the European Commission to replace the fixed share with a minimum asset-liquidity standard, but the existing requirement remains the applicable rule for the EU issuer, TokenPost reported on October 20, 2026. Circle's official USDC page says the token is redeemable one-to-one for US dollars and backed by highly liquid cash and cash-equivalent assets, with monthly reserve attestations by a Big Four accounting firm, according to Circle.
