USDC price remains close to its one-dollar target as European oversight prepares to change. The retrieved Investing.com quote page showed 1.0014 USD at 09:31:32 Berlin time. The page also listed a 24-hour volume of 11.77 billion USD, a market capitalization of 70.99 billion USD and 71.02 billion USDC in circulation. No UTC day-over-day percentage comparison is stated here because the page did not provide a dated prior-day closing basis.

MiCA supervision moves to the EBA

On October 14, the European Banking Authority classified USDC, issued in the European Union by Circle Internet Financial Europe SAS, as the first significant e-money token under the Markets in Crypto-Assets Regulation. The EBA said that 45 EMTs had been notified under MiCA at the time of the decision.

From November 12, the EBA will directly supervise own funds, reserve assets, liquidity requirements, and recovery and redemption plans for USDC's EU issuer. France's ACPR will retain responsibility for areas including governance, qualifying holdings, management suitability, outsourcing, and conflicts of interest. The change affects the supervisory structure; it does not change the token's one-dollar design or establish a new trading price.

Payments use case remains in testing

Circle and ACI Worldwide announced on October 27 that they would demonstrate how USDC settlement could be integrated into existing banking and payment infrastructure. According to Circle's announcement, the initial focus is Colombia and the ACI Connetic platform. The companies describe an evaluation alongside existing payment rails, not a broad production rollout or proof of measured cost and speed improvements.

What the peg means for holders

Circle says on its USDC website that the token is redeemable one-to-one for US dollars and backed by highly liquid cash and cash-equivalent assets. The issuer also says it publishes monthly reserve attestations. For market participants, the quoted 1.0014 USD level is therefore best read in the context of a stablecoin designed to preserve dollar equivalence, rather than as a conventional high-volatility growth-asset move.
