The USDC price remains close to its one-dollar target as a new European supervisory arrangement approaches. The latest displayed quote on Investing.com showed USDC at 1.0010 USD. The same page listed a 24-hour trading volume of 12.73 billion USD, a market capitalization of 71.26 billion USD, a circulating supply of 71.28 billion tokens and a market rank of six. Its displayed 52-week range was 0.9991 to 1.0023 USD.
European supervision changes in November
The European Banking Authority classified USDC as the European Union's first significant e-money token under the Markets in Crypto-Assets Regulation, according to the Cyprus Mail. The decision was announced earlier in October and applies within a framework covering 45 notified e-money tokens.
From November 12, 2026, the EBA will directly supervise the issuer's own funds, reserve assets, liquidity requirements, and recovery and redemption plans. France's Autorite de Controle Prudentiel et de Resolution, or ACPR, will retain responsibility for governance, qualifying holdings, management suitability, outsourcing and conflicts of interest. The change redistributes supervisory responsibilities; it does not introduce a new token or alter USDC's stated purpose.
Stablecoin design remains unchanged
USDC is designed to maintain a stable value relative to the US dollar rather than deliver the price volatility associated with many other crypto-assets. Circle states on its official USDC website that the token is redeemable 1:1 for US dollars and backed 100 percent by highly liquid cash and cash-equivalent assets. Circle reported 71.0 billion USDC in circulation as of October 26, 2026, and said the token was natively issued on 38 blockchains.
For investors and businesses, the regulatory development is therefore mainly a change in oversight rather than a change in the peg mechanism. The EBA's remit is focused on financial safeguards supporting the token, while the ACPR continues to oversee important corporate and governance matters. The Cyprus Mail reported that the EBA and ACPR will cooperate during the transition and that the EBA has an information-sharing agreement with the New York State Department of Financial Services.
What the market signal means
The displayed USDC quote and its narrow annual range are consistent with a stablecoin whose primary role is dollar settlement, liquidity management and transfers rather than directional speculation. Market participants should nevertheless distinguish a stable target from a guaranteed trading price: exchange liquidity, redemption access, reserve quality and regulation remain relevant risk factors. The upcoming EU supervisory split may improve transparency around those safeguards, but it does not remove operational, regulatory or counterparty risks.
