- KEPCO Engineering & Construction's comprehensive design-services contract for the project has been signed.
- KHNP plans a competitive tender for a replacement construction contractor while the parties address costs and work handover.
KEPCO Engineering & Construction is tied to a new uncertainty around the Dukovany nuclear project after Korea Hydro & Nuclear Power ended construction-contract negotiations with a consortium of Daewoo Engineering & Construction and Doosan Enerbility on October 29. Seoul Economic Daily reported the development on October 30.
Design Work Is Already Contracted
The project covers two Korean-designed APR1000 reactors in the Czech Republic. According to the report, KEPCO Engineering & Construction has already signed the comprehensive design-services contract, while the construction contract with the Daewoo-led consortium was never completed.
That distinction matters for investors: the reported breakdown concerns the construction package and does not by itself indicate that KEPCO E&C's separate design mandate has been cancelled. The company is therefore exposed to the project's execution timeline and coordination, but the available report does not quantify a financial impact on KEPCO E&C.
Cost And Risk Dispute
KHNP said the talks failed after the sides could not bridge a price gap exceeding KRW 1 trillion and disagreed over key contract terms. The central issue was how to allocate additional costs if construction volumes increase as the design becomes more detailed. KHNP argued that its fixed-price agreement with Czech client EDU II limited its flexibility, while Daewoo said the proposed terms placed excessive risks on the builder.
KHNP plans to brief potential builders in January, issue a tender in April and sign a replacement construction contract by July. The outgoing consortium warned that a change could disrupt the schedule, while KHNP said it intends to protect the overall timetable. These are competing positions rather than a confirmed forecast of delay.
