On the other, the first short exchange-traded fund aimed at XRP has been scheduled for a regulatory milestone, giving bearish traders a new instrument — even as technical problems plague a recent network upgrade.

The so-called CLARITY Act, which classifies XRP as a digital good rather than a security, passed the Senate Banking Committee with a clear majority in mid-May. Sources expect President to sign the bill into law by early July, removing a regulatory cloud that has long kept major institutional investors on the sidelines. The impact is already visible: XRP-focused ETFs pulled in over $1.4 billion in net inflows during the first six months of the year, as fund managers gained confidence to offer the products without the constant threat of enforcement action.

Yet even as the political environment brightens, a different kind of product is quietly taking shape. Asset manager Teucrium, which already lists a long XRP ETF under the ticker XXRP, has filed for a short version. The fund aims to deliver twice the inverse daily performance of XRP. A regulatory document sets June 21, 2026 as the effective date for the filing — though that does not guarantee an immediate launch. No ticker symbol or trading volume has been announced, and final SEC approval remains pending. If greenlit, the vehicle would offer short sellers a leveraged tool to bet against the token’s price, using only derivatives rather than holding physical coins.

Meanwhile, the XRP network itself is grappling with growing pains. Developers released a server software upgrade in mid-June designed to cut node storage requirements by up to 40%. But users have since reported synchronization errors and configuration issues, and adoption of the new version has stalled at around 26%. On a more positive note, the amount of XRP burned as transaction fees has risen noticeably, signalling increased on-chain activity.

The immediate catalyst now falls on early July. If the CLARITY Act becomes law as expected, XRP will gain final legal clarity on the US market — a development that could reignite institutional demand. But the pending short ETF and ongoing technical frictions mean the path higher is far from assured. For now, the token remains caught between a regulatory tailwind and a host of headwinds that show no signs of dissipating.
