A significant shift is underway in Iraq's energy sector, with U.S. supermajor Chevron positioned to make a substantial strategic advance. The company is in exclusive negotiations to assume operations at the West Qurna 2 oil field, one of Iraq's largest, following the forced exit of the previous Russian operator. A Strategic Opening Created by Geopolitics

The opportunity for Chevron emerged from geopolitical sanctions. The former operator, Russia's Lukoil, declared force majeure in November after U.S. sanctions rendered continued operations unfeasible. Stepping into this void, Chevron has now signed an agreement with the state-owned Basra Oil Company. This pact lays the groundwork for a potential takeover of the 75% participating interest in the project.

West Qurna 2 is a regional heavyweight, holding an estimated 14 billion barrels of recoverable reserves. Its current production capacity reaches up to 480,000 barrels per day, accounting for nearly 9% of Iraq's total oil output. A final deal remains contingent on approvals from both the Iraqi Ministerial Council and the U.S. Office of Foreign Assets Control (OFAC). The companies have entered a 12-month framework agreement to facilitate exclusive data sharing ahead of a potential final agreement.

Financial Fortitude Supports Ambitious Plans

This planned expansion is underpinned by Chevron's robust financial and operational performance. The corporation reported fourth-quarter 2025 profits of $2.8 billion, driven by record production levels in the Permian Basin and at its Tengiz project. Management has forecast further organic production growth of 7% to 10% for the full year 2026.

Shareholders are directly benefiting from this strength. In the past year, more than $27 billion was returned to investors through share buybacks and dividend distributions. The board recently raised the quarterly dividend by approximately 4%, marking the 39th consecutive annual increase. This translates to a current dividend yield of about 3.70%.
