Deutsche Telekom Shares Slip as Industry Pacts and Buybacks Fail to Rekindle Investor Confidence

The disconnect between Deutsche Telekom’s strategic moves and its share price is growing. The stock edged down 0.29% to €27.65 on Monday, even as the company pushed ahead with a €9 million share buyback and the German telecoms sector unveiled ambitious investment pledges worth €8.5 billion for fibre networks this year.

The buyback, executed on 5 June at an average price of €27.90 per share, saw Deutsche Telekom repurchase 323,130 of its own shares. The transaction is part of a broader programme worth up to €2 billion for the full year 2026, replacing a similarly sized programme from 2025. Most of the bought-back stock is earmarked for cancellation, with a smaller portion set aside for employee compensation and incentive plans.

Yet the market remains unmoved. On a seven-day view the stock has lost 4.44%, and the distance to the 50-day moving average of €28.94 now stands at roughly 4.9%. The 200-day average of €29.04 is even further out of reach, at a 5.22% premium to the current level. The 52-week high of €34.35 is almost 20% above where the shares now trade.

Management is betting that the company’s fundamentals will eventually win over doubters. First-quarter results, released on 13 May, showed organic revenue climbing 4.7% to €29.9 billion and adjusted EBITDA AL rising 7.5% to €11.5 billion. Those numbers prompted an upgrade to the full-year outlook. Deutsche Telekom now expects adjusted EBITDA AL of around €47.5 billion for 2026 and free cash flow AL of more than €19.8 billion.

The broader industry backdrop also appears supportive. On Monday, representatives from the federal government, states, municipalities and telecom operators signed a memorandum titled “Bestes Netz für Deutschland”. The pact commits the sector to €8.5 billion in fibre investments this year and at least €6.6 billion in 2027, alongside €2.4 billion annually for mobile infrastructure. The target is 3.2 million directly usable fibre connections and 2.5 million pre-built connections in 2026 alone.

Crucially, those figures represent the entire industry, not just Deutsche Telekom. The operator’s specific contribution is not broken out. Still, the agreement includes provisions that could benefit all players: faster, digitised permitting procedures from state and local authorities, and a move towards “open access” networks that allow multiple providers to use the same infrastructure. For Deutsche Telekom, this is a double-edged sword — higher utilisation helps returns, but open access also intensifies price competition.

On the technical side, the stock’s relative strength index sits at 37.9, a neutral reading that offers no clear buy signal. The year-to-date decline stands at 17.41%. The next scheduled catalyst for the shares is the second-quarter earnings report, due on 6 August, followed by third-quarter results on 5 November. Until then, the tug-of-war between a management team that keeps buying its own stock and a market that keeps selling it looks set to continue.
