EU Mandates In-Car Cameras to Catch Distracted Drivers Starting This Month

A sweeping European safety regulation that took effect on July 7, 2026 now requires every new passenger car sold in the European Union to be fitted with an Advanced Driver Distraction Warning system, or ADDW. The technology uses interior cameras to monitor the driver’s head position, gaze direction and eye movements in real time, aiming to cut the number of crashes caused by inattention.
The rules set precise thresholds for when the system must intervene. At speeds above 50 km/h, a warning is triggered if the driver looks away from the road for 3.5 seconds or longer. Between 20 and 50 km/h, the system allows a six-second window before alerting the driver. The cameras do not record video or capture biometric data, and no internet connection is required for the system to operate, addressing privacy concerns that have accompanied the mandate.
Drivers can manually switch off the ADDW system, but the regulation requires it to reactivate automatically every time the vehicle is restarted. Tampering with the cameras, such as covering the lenses, triggers error messages and could cause problems during mandatory roadworthiness inspections by Germany’s TÜV, according to experts.
The push for the technology is backed by sobering statistics. In Germany alone, more than 9,500 accidents in 2025 were attributed to driver distraction. The camera mandate is seen as a key step toward the long-term goal of accident-free mobility.

The regulation is also driving innovation among automotive suppliers. ZF LIFETEC, a major supplier, will begin series production of a product called the “Infrared Belt” in August 2026. Standard seat belts absorb infrared light used by the monitoring cameras, interfering with their ability to track the belt’s position. The new belt features an infrared-reflective weave that allows the camera to reliably detect the belt’s path. ZF LIFETEC combines the camera image with data from belt-extraction sensors and seat-position information. The company aims to have a complete restraint system ready for series production by 2028 that is fully integrated with camera-based monitoring.
The ADDW requirement marks more than a regulatory change for new-car buyers. It is triggering a fresh cycle of innovation among safety-system manufacturers, as the combination of visual surveillance and active restraint systems is expected to improve occupant protection in the years ahead.
