Germany Launches Free Health Advisory Portal for Hospitals and Small Businesses

A new nationwide online platform aims to make workplace health programs more accessible for hospitals, nursing homes, and small-to-medium-sized enterprises. The portal, launched today by Germany’s Coordinating Office for Workplace Health Promotion (BGF), offers employers a free initial consultation through their health insurance providers — either in person, by phone, or digitally.
At the heart of the system lies a structured needs analysis paired with guidance on planning preventive measures. To streamline coordination among social insurance carriers, the platform includes a dedicated tool called “BGF.intern.” The initiative responds to growing demand for health concepts in sectors where workloads are especially heavy.
Regionally, the district of OsnabrĂĽck is rolling out a separate free potential-consulting service designed to help businesses avoid or overcome crises early. Such low-threshold offerings are gaining traction as many companies struggle with limited resources for health prevention.

Sick-Leave Debate Heats Up
The portal’s launch coincides with a fierce political dispute over absence regulations. Proposed changes would require a doctor’s note from the first day of illness and end the practice of telephone sick notes. One workplace health expert warns this would increase bureaucracy, arguing that stricter controls do not necessarily reduce absenteeism.
The context: sickness rates have surged dramatically. According to DAK data, absences rose 38 percent in 2024 compared with the previous year. Mental health issues and long waits for specialist appointments are the main drivers. As a result, company health insurance (bKV) is becoming more important — it often provides faster access to medical care. Through November 2025, the average sick leave remained high at 18.6 days per employee.
Tax Changes Loom
Companies also face potential tightening of tax rules. The 2026 wage-tax guidelines removed a reference to a 1982 Federal Fiscal Court ruling. Previously, preventive checkups for senior staff were exempt from wage tax as long as a predominant business interest existed. Tax lawyers now fear stricter taxation for such benefits.
The rigid non-cash-benefit threshold further limits room for workplace health budgets. Industry representatives are calling for targeted tax incentives for company health insurance plans.
Digital Health Services Expand
The National Association of Statutory Health Insurance Physicians (KBV) has launched a prevention portal offering access to more than 120,000 certified courses on exercise, nutrition, and stress management. Doctors can issue specific prevention recommendations for patients.
Telemedicine is also advancing on several fronts:
- Pharmacy-based telemedicine: Since early July, several hundred pharmacies have offered assisted telemedicine. Patients use video consultations in separate rooms, with the pharmacy providing the technology.
- Telemedicine kiosks: About 50 such stations are now operating nationwide, enabling health checks via app and remote diagnoses using health insurance cards.
- AI support: A test by Stiftung Warentest (issue 8/2026) found good results for symptom assessment by AI chatbots, though data protection concerns remain.
Work-Life Balance Gains Ground
Beyond medical care, the compatibility of work and family is moving up the agenda. The Dortmund-based software company Lämmerzahl joined the “Erfolgsfaktor Familie” network at the end of July. The network, backed by the Federal Family Ministry and the DIHK, includes over 9,100 members committed to flexible working hours and mobile work — with the goal of reducing employees’ psychological strain.
