At stake is the crucial Section 404 permit, which Graphite One must secure to utilize approximately 400 hectares of aquatic resources for its planned mine. The USACE meetings in Nome, Teller, and Brevig Mission, concluding by April 15, are a core component of that environmental review. In a telling sign of local sentiment, indigenous and community leaders requested that only the Nome meeting include company management, preferring to speak directly with federal officials in Teller and Brevig Mission. This dynamic follows an earlier review of 323 public comments that showed overwhelming opposition to the mining plan.
Financially, the company is positioning itself for the long haul. It recently bolstered its treasury with a C$35 million capital raise completed in February, earmarked to fund the extensive engineering and permitting work required. Further support comes in the form of non-binding letters of interest from the U.S. Export-Import Bank for up to $2.07 billion in financing, intended to cover both the Alaska mine and a proposed processing facility in Ohio.

Investors are facing near-term dilution alongside this long-term potential. On April 14, 583,015 Restricted Stock Units (RSUs) held by directors will vest and convert into common shares, slightly increasing the share count. For the fiscal year 2025, Graphite One reported a net loss of $9.14 million, a structural norm for an exploration-stage company without active production.
The stock has been volatile, reflecting these crosscurrents. The broader investment thesis remains tethered to U.S. policy aims to end complete import reliance on natural graphite for electric vehicles and defense applications.
A binding schedule is now in place. Under the U.S. government's FAST-41 program for accelerating strategic infrastructure, the final federal permitting decisions are slated for completion by September 29, 2026. Community feedback gathered this week will directly inform the official environmental assessment, and significant local objections could threaten delays to this tight deadline. Only after clearing this federal hurdle can Graphite One initiate the separate state-level permitting processes in Alaska to move from planning into active construction.
Beyond graphite, the project holds additional potential. A test program planned for 2026 with a U.S. national laboratory will investigate the viability of extracting rare earth elements from the site's material, potentially adding another strategic dimension to the venture. For now, all focus is on the Alaskan hearings, where local voices will shape the next phase of this billion-dollar endeavor.
