When a chief executive publicly admits his company "faltered," investors tend to take notice. That is exactly what Arvind Krishna did after IBM released preliminary second-quarter figures that missed analyst forecasts on both revenue and adjusted earnings per share. The reaction was swift and severe: over seven trading days the stock shed 27.2 percent, landing at €185.72 and within striking distance of its 52-week low of €178.52. At its peak on June 1, the shares had traded 36.6 percent higher.

The miss boiled down to two factors that Krishna laid out: execution weaknesses inside the company and a meaningful shift in how customers are allocating their technology budgets. Enterprises are increasingly pouring money into AI hardware and infrastructure, leaving less room for the traditional software and consulting projects that have long been IBM's bread and butter. The mainframe division (Z-systems) bore the brunt of the slowdown, adding another layer of pressure to a business that has spent years reinventing itself around hybrid cloud and artificial intelligence.

None of this stopped IBM from rolling out new products during the storm. On July 20, the company announced the first Technology Refresh updates of 2026 for its IBM i operating system, versions 7.6 TR2 and 7.5 TR8. The releases include a bring-your-own-key feature for cryptographic services via IBM Cloud Key Protect and were deliberately delayed to support the Power S1112 entry-level server, which launched July 15 and handles AI computations on premises. IBM also introduced Power Autonomous Operations, a tool that monitors Power systems and resolves capacity bottlenecks up to 15 times faster than a human team.

Should investors sell immediately? Or is it worth buying IBM?

The product pipeline, however, did little to calm the share price. The relative strength index has dropped to roughly 31, a classic oversold reading, while the stock trades nearly 19 percent below its 50-day moving average of €228.86. Yet on the other side of the coin, Wall Street remains surprisingly optimistic: the average analyst price target stands at €258.80, implying upside of nearly 40 percent from current levels. That kind of divergence between market action and fundamental projections is rare and underscores how far sentiment has run ahead of the longer-term view.

The tension reflects a deeper question for IBM. Krishna’s transformation toward hybrid cloud and the Watsonx AI platform has won consistent praise from analysts. The preliminary Q2 numbers, though, injected a dose of reality: even a well-articulated strategy can stumble when execution falters and the spending environment shifts against your core strengths. Investors today are rewarding companies less on what they earn and more on how convincingly they can ride the AI wave, and IBM’s legacy footprint left it exposed when the wave turned.

The full quarterly report, due in the coming weeks, will determine whether the sell-off was an overreaction or the start of a longer reckoning. Krishna’s candor gave the market a reason to pause, but only detailed numbers—showing whether the execution issues were temporary or structural—can restore confidence. For now, the stock is caught between a CEO’s honest admission and a set of analyst targets that suggest the sell-off may have gone too far. Which side proves correct will depend on whether IBM can close the gap between its strategic ambition and the unforgiving pace of quarterly results.
