The British electrolyser maker has cleared the final regulatory hurdle for its Chronos production line in Sheffield, unlocking a state-backed funding package worth £86.5 million. Yet the share price continues to drift in the opposite direction, leaving investors to weigh a director’s vote of confidence against stubborn macro headwinds.

The Department for Energy Security and Net Zero has approved a £46.5 million grant for the new stack manufacturing facility, while the state-owned Great British Energy is contributing £40 million as equity. That injection gives the UK government a roughly 10% stake in ITM Power and provides the financial backbone for a line designed to deliver 1 gigawatt of annual capacity — enough to supply electrolysers for large-scale green hydrogen projects at home and abroad.

The market’s response has been muted at best. ITM Power’s shares changed hands around £1.32 on Monday, having lost roughly 7% over the past week and more than 15% over the last month. The slide has widened the gap to the 52-week high of £2.58 struck in May, leaving the stock nearly half that level. Even so, the year-to-date performance still shows a gain of some 82%, and the 12-month return remains above 46%.

Against that backdrop, a recent insider transaction has caught attention. A director purchased 172,000 ordinary shares, a move that many read as a direct bet on the current valuation. The purchase coincides with a period of improving operational metrics: the company reported a record first-half revenue of ÂŁ18 million, while the proportion of orders deemed profitable has risen from 60% to 71% of the ÂŁ152 million backlog.

Should investors sell immediately? Or is it worth buying ITM Power?

Chronos itself is expected to cut manufacturing costs by 40% and improve energy efficiency by 10%, which should help convert that backlog into margin-rich revenue. However, the execution path is fraught. Britain’s chronic grid connection delays have already forced some clean energy and data centre projects to seek alternative power sources or accept wait times measured in decades. If ITM Power’s customers cannot secure timely grid access for their electrolyser installations, even a smoothly running factory will struggle to translate orders into cash.

Technically, the stock is trading 22.9% below its 50-day moving average of ÂŁ1.71, a clear loss of near-term momentum. The relative strength index of 40.4 is approaching oversold territory, which some chartists interpret as a potential stabilisation point. The 100-day average sits at ÂŁ1.33, not far above current levels, and a reclaim of that line would be the first sign of a reversal. Further out, the 200-day average of ÂŁ1.07 serves as the key long-term support.

The next major catalyst is the final investment decision for the Cromarty green hydrogen project in Scotland, expected in the second half of 2026. A positive outcome, paired with a smooth ramp-up of Chronos in Sheffield, could break the current downtrend and open a path back toward the longer-term moving averages.

ITM Power at a turning point? This analysis reveals what investors need to know now.

For now, ITM Power’s story is one of operational progress clashing with market scepticism. State backing and insider confidence provide a solid floor, but until the grid bottlenecks ease and the new line begins to deliver at scale, the share price is likely to remain hostage to sector-wide volatility.
