OMV's Green Ambitions and Regulatory Woes Collide Ahead of Earnings

OMV faces a regulatory audit over Austria's diesel price cap while advancing 300 MW wind farms in Romania. Q1 2026 earnings are expected to surge, but dividend outlook is pressured.

As OMV prepares to report first-quarter earnings, the Austrian energy group finds itself navigating a complex landscape where its strategic pivot toward renewables is juxtaposed with a contentious regulatory dispute at home. The company's shares have gained nearly 31% year-to-date, yet trade around EUR 57.25, roughly nine percent below their 52-week high of EUR 63.20.

The immediate pressure stems from a political clash over Austria's fuel price cap. Authorities allege OMV is not fully passing on a mandated five-cent-per-litre discount on diesel, forwarding only 2.8 cents. The company defends its position, citing an emergency clause and arguing that foreign suppliers, which provide 60% of the diesel sold in Austria, refuse to accept the full rebate. It claims to pass on the full discount for fuel it refines itself.

The dispute has escalated, with the Ministry of Economics rejecting OMV's justification and tasking regulator E-Control with a special audit. Vice Chancellor Andreas Babler has warned the company must "obey the law," with potential fines on the table. While not an existential threat, the probe casts a shadow over the upcoming earnings release.

Simultaneously, OMV is pushing forward with its energy transition. Its Romanian subsidiary, OMV Petrom, has just given the final investment decision for three wind farm projects with a combined capacity of approximately 300 megawatts. The projects at Gura V?ii (50 MW), Podu Turcului (100 MW), and Poiana (155 MW) in Romania are slated to begin production in phases starting in the first half of 2027. These projects originated from a transaction in October 2024 where OMV Petrom acquired a 50% stake in four projects from partner RNV Infrastructure.

Should investors sell immediately? Or is it worth buying Omv?

This green energy push is a concrete step away from a pure oil-and-gas profile, though the scale of the challenge remains vast. OMV Petrom aims to have over 2.5 gigawatts of renewable capacity installed by 2030. With only 70 MW currently operational and projects totaling over 1,100 MW in development, the newly approved wind farms represent progress but only a fraction of the long-term goal. A fourth, much larger project in Gala?i with a planned capacity of 657 MW still awaits its final investment decision.

Analysts are now focused on the quarterly results due April 30, 2026. The consensus among six analysts points to earnings per share of EUR 1.32, a significant jump from EUR 0.44 in the prior-year period. Revenue is expected to climb nearly 25% to around EUR 7.76 billion. While production volume dipped to 288,000 barrels of oil equivalent per day, higher crude prices have offset the decline.

Looking further ahead, the dividend outlook for 2026 appears under pressure. The proposed dividend for the 2025 financial year is EUR 4.40 per share, including a EUR 1.25 special dividend, pending shareholder approval on May 27. However, the postponed IPO of Borouge Group International in Abu Dhabi to 2027 will halve OMV's dividend income from that joint venture to $250 million. Analysts anticipate this could lead to a reduction in the total payout by EUR 0.60 to EUR 0.70 per share.

Omv at a turning point? This analysis reveals what investors need to know now.

Broader structural concerns persist. RBC Capital Markets maintains an "Underperform" rating on OMV, highlighting ongoing margin pressure in the chemicals sector, where OMV has greater exposure than some peers. The bank expects global overcapacity to keep margins suppressed through the end of 2026. The coming days will reveal how these strategic investments, regulatory challenges, and market forces are shaping the company's financial performance.
