XRP's Dual Drag: Geopolitical Fears and Regulatory Paralysis Overshadow On-Chain Accumulation

The broader cryptocurrency market is caught in a geopolitical downdraft, and XRP is taking the brunt. As tensions between the US and Iran escalate around the Strait of Hormuz, Bitcoin has slid to the $62,000 region, dragging altcoins down with it. XRP, a high-beta proxy for Bitcoin in the absence of its own catalysts, has dropped to around $1.08 — near its ten-day low and off more than 70% from last July's 52-week peak of $3.65. The weekly loss of nearly 7% and a monthly decline of almost 5% reflect a market that has priced in little good news.
On-chain activity, however, tells a far more nuanced story. On the one hand, large transactions on the XRP Ledger have all but vanished. According to Santiment data highlighted by analyst Ali Martinez, transfers exceeding $1 million fell from over 52 on July 8 to just two by July 12 — a 97% plunge. The 30-day average of the whale flow turned negative for the first time in four months, suggesting that the largest wallets are distributing rather than accumulating. Analysts caution that the data does not reveal whether whales have exited entirely, shifted activity off-chain, or simply split their orders into smaller denominations.
Yet a different picture emerges from another set of wallet data. Roughly 123 million XRP moved from exchanges into private wallets over the past week — a pattern traditionally interpreted as accumulation. Wallets holding between 10 million and 100 million XRP have been steadily building their positions since the start of 2026. This clash between opposing on-chain indicators underscores the uncertainty surrounding the token's near-term direction and leaves traders parsing conflicting signals.
Institutional investors, meanwhile, appear to be stepping back. US spot XRP ETFs recorded a net outflow of $7.18 million in the trading week ending July 10, breaking a nine-week streak of inflows. The Bitwise XRP ETF alone saw $7.29 million leave on July 8 — its largest single-day outflow since March. This reversal comes after a month in which the same funds had attracted between $1.4 billion and $1.5 billion. Cumulative inflows since the ETFs launched remain substantial at roughly $1.48 billion, but the recent trend is clearly shifting. Earlier in the first quarter, Goldman Sachs liquidated its entire XRP ETF position, a holding then worth about $154 million.
Should investors sell immediately? Or is it worth buying XRP?
Technically, XRP is trapped in a narrow range between support at $1.01 and resistance around $1.10. The relative strength index sits near 41.5, signaling neither oversold nor overbought conditions. The price is roughly 7% below its 50-day moving average and more than 25% below the 200-day average. Elliott Wave analyst Grega Horvat identifies the $1.00 level as a prior breakout zone that could provide a diagonal reversal pattern; a break below $0.90 opens the door to deeper supports at $0.60, $0.40, and $0.10.
The biggest wildcard remains regulation in Washington. The CLARITY Act, which would classify digital assets like XRP as commodities, missed a White House-imposed deadline on July 4. The Senate returns from its summer recess today, and a revised draft of the bill is expected this week. The House Financial Services Committee will hold a hearing on July 17 under the title "Building the Future of Finance: How CLARITY Act Unlocks Innovation." A floor vote could come as early as the week of July 20. Yet prediction markets put the odds of passage this year at just 39%, keeping the regulatory fog thick.
Across the Atlantic, Ripple has been making regulatory headway while Washington deliberates. On July 6, the Luxembourg financial regulator CSSF granted Ripple full MiCA authorization as a crypto service provider, enabling it to offer regulated payment services across all 30 countries of the European Economic Area. The company also secured a partnership with Mastercard in 2026, building on a pilot from November 2025 that tested credit card transaction settlement via Ripple's stablecoin RLUSD on the XRP Ledger.
XRP at a turning point? This analysis reveals what investors need to know now.
The network itself is showing signs of reduced engagement despite the accumulation by mid-sized holders. Active addresses on the XRP Ledger fell to 25,350 on July 11 — the second lowest daily reading of the year — and have since declined further to roughly 22,888. New wallet creation also hit a low not seen since November 2024, with just 2,130 new accounts. The retreat in retail participation stands in stark contrast to the steady buying by larger wallets.
With macro headwinds, mixed on-chain signals, and regulatory uncertainty in the US, XRP appears to be in a holding pattern. Market participants are likely to remain cautious until the CLARITY Act hearing on July 17 provides a clearer direction. While whale accumulation offers a bullish undercurrent, the broader market weakness and institutional outflows suggest that any sustainable recovery may require a catalyst from either Washington or the macro landscape. For now, the token trades in a compressed range, waiting for a breakout — one way or the other.
