The contradiction has rarely been starker for XRP. On one side, institutional investors are piling in at record pace — more than $200 million poured into XRP exchange-traded products since January, and tokenized assets on the XRP Ledger hit $3.57 billion. On the other, a July 1, 2026, regulatory deadline in California threatens to cap Ripple's operations in the most populous U.S. state, and the token's price has lost 41% of its value from the start of the year.
That gap between network fundamentals and market price is the central puzzle for holders. Institutional demand shows no sign of cooling
Franklin Templeton's XRPZ product led the latest weekly inflows with nearly $6.7 million in the week ending June 22, followed by Bitwise with roughly $4 million. Bitwise CEO Hunter Horsley confirmed that the firm's XRP ETFs in the U.S. and Europe together have attracted over $200 million in net inflows. The Bitwise vehicle alone commands a market capitalization of approximately $257 million, while the global spot XRP ETF market has surpassed $722 million.
Cumulative net inflows into U.S.-listed spot XRP ETFs since their debut in late 2025 now stand at $1.43 billion. On June 23, the XRP Ledger Foundation pushed out version 3.2.0, which includes security fixes identified during an external audit by Common Prefix. Separately, the T54 platform introduced the x402 protocol, a toolset designed to enable automated payments from AI agents. Ripple is also collaborating with Project Eleven on quantum-resistant security mechanisms.
Network usage remains resilient. Daily active addresses on the ledger hit 215,000 at the start of June, the highest since March — a sign that users and developers are not shying away despite the bearish price action.
California's DFAL license looms
While the ecosystem expands, a regulatory bottleneck is tightening. Starting July 1, 2026, California's new licensing regime will require any firm dealing in digital assets — exchanging, transferring, or custodial services — to hold a DFAL license, submit a complete application, or qualify for an exemption. Ripple submitted a public comment to the regulator in May 2025, pointing to its more than 40 existing U.S. money transmitter licenses.
But as of March 2026, no DFAL application from Ripple appeared in public databases. Those registers often update with a lag, but the absence of visible progress leaves investors without concrete proof that Ripple has met California's strict requirements.

Traders fear liquidity constraints and reduced institutional adoption.
Technical signals still point south
XRP trades at $1.11, barely above the year's low. The distance to the 200-day moving average is almost 29%, and the relative strength index sits at 37 — technically near oversold territory but not yet a clear reversal signal. The moving averages are aligned in a downward trend, and without a visible DFAL confirmation from Ripple, the path of least resistance remains lower.
Should the company fail to provide an official update before the July 2026 deadline, the pressure could push XRP below the psychologically important one-dollar mark. For now, the market is waiting for one of two catalysts: a definitive regulatory green light from California or a breakout in institutional demand strong enough to overcome the legal overhang.
