XRP finds itself in an unusual tug-of-war. The token is trading at $1.09 — barely 7% above its 52-week low of $1.01 — even as a flurry of positive developments unfolds behind the scenes. Autonomous AI agents have now executed over one million payments on the XRP Ledger, the network is undergoing a key upgrade, and Ripple has secured a European regulatory license. Yet on-chain activity is shrinking, and the price remains pinned near levels last seen in June.

The divergence between infrastructure progress and market price has never been starker. While the XRPL AI Hub processes machine-to-machine payments autonomously using both XRP and the Ripple stablecoin RLUSD, the number of active wallets on the ledger has fallen to 25,350 — the second-lowest reading of 2026. New wallet creation hit a 16-month trough, with just 2,130 added recently. Historically, such lulls in network activity have preceded sharp moves in either direction.

On the institutional front, T. Rowe Price launched its actively managed crypto ETF, TKNZ, on the NYSE Arca on July 17, 2026. XRP accounts for 9.37% of the fund’s holdings, alongside Bitcoin and Ethereum. The product gives traditional investors regulated exposure to XRP without needing a self-custodied wallet. Since the first wave of spot XRP ETFs debuted in November 2025, cumulative inflows have exceeded $1.38 billion, with institutional buyers reportedly accumulating even during recent price slides.

That same day, Binance kicked off an $800,000 airdrop campaign targeting RLUSD holders who use its Earn, Margin, or Futures products. The weekly distributions run through August 14. Meanwhile, exchange balances of XRP on Binance have fallen to their lowest point since February — often interpreted as a signal that holders are moving coins into long-term storage rather than preparing to sell.

Ripple’s regulatory standing also improved markedly. The European Securities and Markets Authority (ESMA) added Ripple to its MiCA register, providing a clear legal framework for the company’s crypto services across the EU. The XRP Ledger itself is preparing for the “fixCleanup3_2_0” upgrade, which entered a two-week activation phase on July 15 after receiving approval from more than 80% of validators on the official node list. Full activation is scheduled for July 29. The upgrade introduces “Permission Delegation,” allowing institutions to delegate specific on-chain tasks to sub-accounts while keeping master treasury keys offline. It also bundles security patches for the XRPL Lending Protocol and Multi-Purpose Tokens.

Yet for all this progress, XRP’s price remains stubbornly anchored. The token is roughly 70% below its all-time high of $3.65 from July 2025, and it has shed nearly 42% since the start of the year. The relative strength index sits at 45 — neutral territory — while the price trades about 4% below its 50-day moving average of $1.14. The $1.10 level has repeatedly acted as resistance over the past week, capping any attempted rallies.

The biggest overhang is not technical but political. The U.S. House Subcommittee held a hearing on July 17 regarding the Digital Asset Market Clarity Act — legislation that could permanently define XRP’s regulatory status. The Senate Banking Committee approved the draft back in May, but a full Senate floor vote has yet to be scheduled. Until that date is set, the market appears content to wait, leaving XRP caught between a growing institutional and technical foundation and a price that refuses to budge.
