The launch of Ripple Mint on July 24 was supposed to be a catalyst for XRP. The American Bankers Association warns that interest-bearing stablecoins could trigger deposit outflows from traditional banks. Goldman Sachs CEO David Solomon has publicly backed the bill, while Coinbase withdrew its support for the current round of negotiations. Former House Financial Services Committee Chairman Patrick McHenry calls passage "a question of when, not if," but Majority Leader John Thune considers a pre-recess vote unlikely. The advocacy group Stand With Crypto is mobilizing roughly 950,000 constituent contacts to pressure lawmakers.

ETF Momentum Fades

The slowdown extends to XRP spot ETFs. According to SoSoValue data, the funds added just $8.15 million in net inflows last week, with total assets under management reaching $999.25 million. Two days saw inflows, while three days recorded zero activity. Cumulative net inflows since launch stand at $1.49 billion, but the recent lull suggests what was once reliable tailwind has lost its force.
