Arafura Rare Earths Adds Wind-Turbine Buyer as Nolans Waits on Final Lenders

The contract covers deliveries of up to 500 tonnes of neodymium-praseodymium oxide equivalent per year, initially for five years, with an option to stretch the term to eight. Pricing is set in US dollars and tied to internationally recognised market indices published by Benchmark Mineral Intelligence and S&P Global Platts. NdPr is the feedstock for high-strength permanent magnets used in the generators of modern wind turbines, among other applications.
For the Australian rare earths developer, the extension shores up its sales book ahead of first production. Nolans is designed to produce 4,440 tonnes of NdPr oxide annually over a projected 38-year mine life, meaning the contracted volume accounts for a meaningful slice of planned capacity. With a final investment decision behind it, the company is moving toward construction, while the final debt and equity structuring is tracking toward completion next month, October. Talks over further sales agreements for the remaining output are at an advanced stage.
A Build That Will Take Years, Not Months
Getting from groundbreaking to steady-state output is a long haul. Construction is expected to run for 37 months once it starts, following early site works in the Northern Territory that were wrapped up back in 2022 to cut execution risk. Commissioning and ramp-up will then take roughly another two years, with management targeting first ore before the end of the current decade. Only in the years after that is the plant expected to hit full throughput in continuous industrial operation.

The capital stack underpinning the effort is broad. More than A$930 million in equity has been raised, drawing in strategic backers including the National Reconstruction Fund Corporation, Export Finance Australia and Germany's raw materials fund. Shareholders signed off on key components at a July meeting, approving share issuances to state-owned Export Finance Australia and KfW as well as convertible notes to the National Reconstruction Fund Corporation.
Roughly two weeks ago the company offered a look at where project financing stands, with contractual close targeted for October 2026. Final credit approvals from a small number of lenders are still outstanding — an open item that keeps a lid on sentiment until it is resolved.
Offtake Book Takes Shape
Alongside the financing structure, chunks of future production are already spoken for. A binding heads of agreement with Traxys North America covers 500 tonnes of neodymium-praseodymium plus 700 tonnes of dysprosium and terbium. A separate arrangement with an Indian corporate group adds another 500 tonnes of NdPr and seven tonnes of dysprosium and terbium per year, leaving significant volumes reserved for international buyers.
Shares Advance as Board Prepares for Change
The market welcomed the wind-turbine deal at the end of the week. Arafura's stock climbed 8.7% in European trading to EUR 0.1150, up from a close of EUR 0.1058 the previous day, with the shares also posting solid gains on its home exchange in Australia.
A leadership transition is taking shape at board level as well. Long-serving chairman Mark Southey will step down after the annual general meeting on 22 October. Southey has chaired the board since February 2019, overseeing the key development phases of the asset, including completion of the definitive feasibility study and the definition of the project financing. A search for his successor is under way.
The longer timeline carries its own risks, and the valuation reflects them. The stock closed at EUR 0.1063 yesterday, a daily gain of 3.7%, yet it remains down 30% since the start of the year. How the outstanding credit approvals land is likely to set the direction from here.
