The transition from project developer to producer is rarely seamless, but Arafura Rare Earths is stacking the deck in its favor. The company has formally appointed Hatch as engineering, procurement and construction management (EPCM) contractor for the Nolans neodymium-praseodymium project, a decision that locks in the final piece of the execution puzzle ahead of the scheduled September 2026 construction start.

The EPCM mandate lands at a moment Mining Magazine has characterized as a critical inflection point for the company. With the builder now in place, Arafura's shift into the construction phase is no longer a matter of intention but of logistics.

A $1.6 Billion War Chest and a Government Backstop

The timing of the construction start is no accident. At the Diggers & Dealers Mining Forum in early August, CEO Darryl Cuzzubbo confirmed a total funding package of roughly US$1.6 billion for Nolans, covering construction, completion and working capital requirements through the ramp-up phase. The final investment decision had already been made on May 21.

Days after the forum appearance, the company completed an institutional placement of A$350 million at A$0.26 per share, anchored by Hancock Prospecting and supplemented by a share purchase plan that raised A$11.54 million from existing shareholders. Cornerstone backers including Export Finance Australia, the German raw materials fund and the National Reconstruction Fund Corporation round out the financing picture.

Government support extends beyond lending. On Monday, Australia and the United States unveiled a joint framework to support critical minerals projects, explicitly naming Nolans as a beneficiary within a diversification initiative worth A$1.4 billion and US$2.2 billion. The Northern Territory government had already designated the project as the first "Significant Project" under new local legislation in late July, a status designed to fast-track permitting and infrastructure assistance.

Cash Position and Offtake Book Both Strengthen

The balance sheet is in solid shape heading into the build phase. Cash and term deposits stood at A$723 million at the end of the June quarter, up from A$561 million at March 31. Operating activities consumed A$6.5 million during the quarter, while investing activities accounted for A$501 million, largely reflecting newly established term deposits. Financing activities contributed A$170 million in the quarter, bringing the year-to-date total to A$725 million.

On the commercial front, Arafura has now signed five binding offtake agreements. Two of these — with Traxys North America and an unnamed Indian partner — cover 500 tonnes of NdPr oxide per year each, priced against independent seaborne benchmarks. The contracts secure sales channels for the project's core output well before the first tonne of ore is extracted.

The management team has also been refreshed for the construction phase. Angela Bigg took over as chief financial officer in mid-July, succeeding Peter Sherrington.

Market Remains Cautious Despite Operational Momentum

The share price tells a more complicated story than the operational headlines suggest. On Wednesday, the stock rose 5.4 percent to close at €0.1407, extending its weekly gain to 19 percent. But the equity remains 55 percent below its 52-week high of €0.3100, reached on October 13 of last year, even as it has recovered substantially from the August low of €0.0979.

Thursday brought a pullback of 2.1 percent to €0.1378, with the stock now trading 56 percent off its high. The 30-day realized volatility of 53 percent underscores just how choppy the tape has been. Year-to-date, the shares are down 9.0 percent.

The disconnect between operational progress — secured funding, government backing, offtake contracts — and the share price suggests the market has largely priced in the recent milestones. Automated valuation models have nudged their fair value estimate to A$0.32 from A$0.29, but the market capitalization of roughly €817 million indicates investors are holding out for proof of execution. The real test begins when the first earthworks get underway in the fourth quarter, and the market's patience will be measured in concrete, not press releases.
