With the company confirming full funding for its Nolans rare earth project at the Diggers & Dealers conference, the next milestone — a September construction start — now carries the weight of translating financial security into shareholder confidence.

Funding Puzzle Complete

The roughly US$1.6 billion package covers the entire build-out phase through to completion and includes working capital, positioning Nolans as a fully financed venture with a projected mine life of 38 years. The final investment decision landed in July, and the company entered the June quarter's end with A$223 million in cash and A$500 million in term deposits, for combined liquidity of A$723 million.

That balance sheet strength was reinforced by an institutional placement raising A$350 million and a share purchase plan contributing A$11.5 million. Cornerstone backing remains in motion: Export Finance Australia and a German raw materials fund are in discussions as anchor investors, while the National Reconstruction Fund Corporation is expected to subscribe to a convertible note.

Offtake Agreements Anchor Demand

On the commercial front, Arafura has signed binding offtake memoranda with Traxys North America and an Indian partner, each covering 500 tonnes of neodymium-praseodymium oxide annually, priced against an independent index. The Northern Territory government has also designated Nolans as a "Significant Project" under new legislation, a status that can streamline permitting and signals the project's strategic importance to Australia's rare earth supply chain.

International support for critical minerals is firming: in early August, the US administration unveiled a package exceeding US$2 billion for mining and mineral projects at a State Department roundtable, plus more than US$180 million for education and workforce initiatives.

The sector's news flow has been dense. Australian Rare Earths began pilot processing at the ANSTO site in Sydney, St George Mining reported a substantially expanded resource at its Araxá project in Brazil, ReElement Technologies is advancing a germanium production line in the US, and NioCorp flagged an updated feasibility study for Elk Creek showing a pre-tax net present value of US$4.1 billion.

Market Remains Unimpressed

The equity story, however, tells a different tale. Shares last traded at €0.1378, up 2.84 percent on the day, with a seven-session gain of 15.80 percent. The monthly picture is less flattering: a 2.75 percent decline, and the stock sits more than half below its 52-week high of €0.3100 set on October 13, 2025. Year-to-date, the shares remain down 11.55 percent, and the annualized 30-day volatility above 52 percent underscores how jittery trading in this name remains.
