ASML Opens India Office as High-NA Commitments and a 2028 Output Push Reshape Its Growth Map

ASML shares gain 2.1% as the lithography giant starts India operations, with Samsung and TSMC committing to High-NA and 2028 EUV output targets rising.

ASML's expansion plans now stretch from the Dutch countryside to the Indian subcontinent. On Monday, shares of the Dutch lithography monopolist rose 2.1% to EUR 1,489.40 on European exchanges, lifted by news that the company has officially begun operations in India. The move extends a rally that has already carried the stock up 62% since the start of the year.

The India launch is modest on paper: ASML will initially hire 20 to 30 engineering graduates. The strategic weight sits elsewhere. The company has tied the pace of any further build-out directly to the success of Tata Electronics' semiconductor manufacturing and to India's national chip self-sufficiency targets. For a supplier whose machines sit at the heart of every leading-edge fab, the calculation is straightforward — wherever governments subsidize new capacity, Veldhoven's systems eventually follow.

Samsung and TSMC Lock In High-NA

That geographic bet lands against a backdrop of sweeping industry commitments. Earlier in September, ASML cemented its role in the rollout of the next machine generation. Samsung has pledged to deploy the technology for mass DRAM production by 2028, while TSMC is targeting the start of High-NA volume manufacturing in 2030. The two foundry and memory giants have both issued firm commitments to adopt the new systems.

Should investors sell immediately? Or is it worth buying ASML Holding?

A parallel industry initiative is gathering pace: alongside TSMC, ASML is pushing the transition to 12-inch photomasks, a project backed by Intel and several suppliers. The goal is a pilot line by 2031 and full production readiness by 2033. The payoff could be substantial — the larger masks are expected to lift system throughput by 40%.

Output Targets Climb Toward 2028

Capacity planning has moved in step with that demand. Reuters reported that ASML is weighing a significant production increase, with more than 110 EUV lithography systems targeted for 2028. JPMorgan analysts pointed to signals from a meeting with ASML CFO Roger Dassen, linking the push to global demand for AI chips. For 2027, the company is aiming for at least 80 of those units, with a further 30% increase under evaluation for 2028. Management has guided full-year 2026 net revenue to EUR 43–45 billion at a gross margin of 54–56%.

To handle those volumes, ASML has broken ground on a second major production campus in Eindhoven. Power supply for the site is secured, and the first expansion phase is scheduled for completion in 2029. The company is also tailoring its most advanced lithography systems to new market requirements, working closely with leading manufacturers to optimize the machines for the larger data-center chips designed by customers such as Nvidia — an adjustment meant to keep cutting-edge AI processors rolling off lines at maximum precision.

Analysts Stay Bullish

Institutional sentiment remains firmly positive. Bernstein Research reaffirmed its Buy rating on September 14, and Bank of America Securities followed with its own Buy call a day later. The stock's advance this year reflects a dual story: long-term orders and technology programs that underwrite the years ahead, paired with a deliberate push into the geographies where the next wave of chip capacity is only now taking shape.
