CATL has removed a legal obstacle hanging over its Hungarian battery plant in Debrecen, even as the company sketched out a wider technology and infrastructure roadmap spanning solid-state cells, battery swapping and fresh supply agreements. A Hungarian court dismissed the lawsuit against the facility's environmental permit, Reuters reported, and the ruling is final. For investors, the decision sharpens planning certainty around a project that has already entered trial operation — though it falls well short of a blanket endorsement of every permit condition now in force.

The case dates back to March 2023, when local residents and non-governmental organisations brought the challenge. During the litigation the environmental permit was amended four times, with the most recent version dating from 2025 and left unchallenged by the plaintiffs. That detail shapes how the verdict should be read: the court was unable to review the legality of that final version within the present proceedings. On the objections it could still examine, it found no substantive or procedural breaches. No appeal is possible.

The amendments touched on water consumption, wastewater, waste, emissions and noise, among other areas. The ruling therefore cannot be equated with a comprehensive judicial review of all environmental requirements currently in force. What it does is close the specific dispute within the scope the court was able to assess.

Debrecen's Scale Explains the Stakes

Trial operation at the site began on 22 September, according to Reuters. CATL is targeting capacity of 100 GWh there, which would make Debrecen the company's largest production location outside China. That planned scale is what gives the verdict its weight — the decision clears a legal barrier for a site the company has earmarked for a standout role in its non-Chinese manufacturing footprint. Even so, the reported trial phase is not confirmation that the targeted capacity is already available, and the judgment itself provides no evidence of a production ramp-up.

Should investors sell immediately? Or is it worth buying CATL?

Regulatory oversight does not end with the litigation. The competent authority retains the power to amend or revoke the permit, and in the event of rule violations it can restrict, suspend or halt operations. The relief for shareholders sits squarely in the concluded court case; compliance with environmental rules remains an ongoing precondition for running the plant. CATL gains legal certainty without seeing all operational and regulatory risks at the site disappear.

Solid-State Cells Targeted for 2027

On the technology front, CATL expects production of fully solid-state batteries in small series in 2027, according to media reports. The company commented on Wednesday via the interactive investor platform of the Shenzhen Stock Exchange, addressing progress at its pilot site for sulphide-based solid-state batteries in Hefei. CATL added that it will continue research and development on solid-state cells, with the announced production outlook confined to small series.

Battery swapping is advancing on two fronts. CATL and BAIC signed a strategic agreement on 22 October aimed at one million compatible vehicles; under the company's statements, BAIC will bring models from several brands into CATL's Chocolate battery-swap system and open its dealer network to support the build-out of swap stations. The deal thus covers both vehicle integration and infrastructure support.

For heavy trucks, CATL unveiled the Tianxing II battery platform on 20 October and announced an expansion of its Qiji swap network, Reuters reported. The company is targeting 900 swap stations for heavy trucks in China by the end of 2026, rising to 2,000 in 2027.

SERES Deal Adds Capacity

A long-term cooperation agreement with the SERES Group, signed on 10 October, covers battery supply for the full AITO model line-up as well as collaboration on charging services and in overseas markets. It also includes a planned second phase of the "Plant in Plant" project, with annual capacity of 10–12 GWh envisaged.
