CATL's Expanding Order Book Meets a Harder Question: Who Absorbs the Battery Tax?

JPMorgan lowered CATL's H-share target to HKD420 and A-share to RMB300, citing battery tax cost pass-through, even as overseas EV battery use jumped 46.7%.

CATL shares fell 3.7% on Wednesday, and the day's news flow neatly captured the tension running through the investment case. On one side sits a lengthening list of partnerships and project clearances; on the other, a pair of JPMorgan target cuts that frame the same concern from two angles — the difficulty of passing battery-related tax costs through to automakers and energy-storage integrators.

The US bank trimmed its view on both listings. The H-share target came down to HKD420 from HKD440, while the A-share target slipped to RMB300 from RMB310. The "Overweight" rating on the A-shares survived the revision, leaving a more cautious valuation wrapped around a still-positive stance. Media reports attribute the lower sector forecasts to softer assumptions on per-unit profit.

Volume Is Not the Problem

Operating momentum, by contrast, offers a sturdy counterweight. Figures from SNE Research, reported by The Herald Business on Wednesday, show CATL's battery deployment for electric vehicles outside China reached 143.7 GWh between January and September 2026 — a 46.7% jump on the same period a year earlier.

That is a formidable volume base. It only becomes a persuasive earnings argument, though, if CATL can serve the extra business on commercially viable terms. Shipments and unit margins now have to be read together rather than in isolation.

Should investors sell immediately? Or is it worth buying CATL?

The same yardstick applies to the storage side, where CATL has been busy assembling alliances. A letter of intent unveiled Wednesday with Octopus Energy and Ampace covers smart home storage in Europe, with the UK, France and Spain as the first markets. Ampace is to develop and manufacture cells, battery management systems and full systems, while Octopus contributes European distribution channels and energy-management services.

A second agreement, announced on 27 October, envisages 3 GWh of CATL energy-storage systems across Germany, Switzerland, Austria and further markets over five years, in partnership with INTILION. Add in a strategic product cooperation disclosed Monday with Blue Vector — under which CATL becomes exclusive battery partner for the SKYLA V30 aircraft and will develop a tailored aviation battery — and the growth runway visibly widens.

Legal and Regulatory Hurdles Fall Away

Project execution took two steps forward at the end of October. On 30 October, authorities in Yichun approved the environmental impact assessment for the Jianxiawo lithium mine, operated by CATL subsidiary Yichun Times New Energy Mining. The same day, Reuters reported that a Hungarian court had dismissed a lawsuit brought by local residents against CATL's Debrecen battery plant, removing a legal obstacle to that project.

Both developments favour CATL insofar as they smooth the path to implementation. They also shift attention to what follows a permit or a court ruling: the economic delivery.

Sentiment around the sector received its own boost earlier, when Reuters reported a rally in Chinese cleantech stocks as investors bet on stronger US support for clean energy following Democratic gains in Congress. CATL ranked among the winners. Political tailwinds can lift an entire industry, yet whether they translate into profit for any single company still depends on its pricing power with customers — precisely where JPMorgan's note lands.

CATL at a turning point? This analysis reveals what investors need to know now.

The Next Test Is Deal Conversion

What matters now is whether memoranda of understanding harden into binding projects. The Octopus Energy and Ampace tie-up offers the clearest template, combining technology, distribution and energy management in a defined European framework; concrete implementation steps would reveal how durable the announced cooperation really is.

Cost pass-through remains the counterargument that will not go away. If automakers and storage integrators accept only limited increases, battery suppliers may have to shoulder a larger share themselves, and extra volume would then contribute less to earnings than investors had assumed. New partnerships can cushion that risk only if their commercial terms are attractive enough — and with letters of intent, the benefit hinges on which projects emerge and on what conditions supply is delivered.

For investors, the quality of the incremental business is the measure that counts. A more durable recovery looks plausible if CATL can pair rising volumes with steadier per-unit returns. Should cost pressure persist, even an expanding order book would warrant a more guarded valuation.
