D-Wave Quantum: A Federal Share Block, a CFO Transition, and Two Conference Stages

A new Asia-focused user conference, a platinum sponsorship at a major industry congress, a boardroom addition — the announcements have arrived in steady succession. What they have not done is move the stock in any lasting way.
Friday's close told the more sobering story. Shares finished at EUR 14.88, down 3.4% on the day, and the year-to-date tally now stands at a loss of 34%. Measured against the 52-week high of EUR 40.41, the equity trades at a 63% discount. For all the technological optimism on display, the market has been pricing something else entirely.
Two Stages, Two Continents
The company confirmed on Thursday that it will host "Qubits Asia 2026: Quantum Realized," a full-day user conference set for October 28, 2026, in Seoul. The event is designed to give regional customers and partners a look at practical quantum applications while widening D-Wave's international footprint.
That follows close on the heels of a stateside engagement. From September 23 to 25, 2026, D-Wave will serve as platinum sponsor at the Quantum World Congress in College Park, Maryland. Executives plan to present on annealing applications as well as the company's Dual-Rail-Gate model architecture — the vehicle through which it intends to push its portfolio beyond pure annealing.
Media coverage credited the Seoul announcement, combined with a broader sector rebound, with briefly lifting the quote. The lift did not hold.

The Price of Federal Backing
The more consequential development came the previous Friday, when D-Wave finalized its agreement under the US CHIPS and Science Act. The deal unlocks up to USD 100 million in support and gives the US Department of Commerce a non-controlling minority stake. As reported by the Wall Street Journal and Reuters, the arrangement forms part of a wider USD 300 million package aimed at quantum and semiconductor initiatives.
The mechanics of that stake are what investors are now digesting. Under a securities issuance agreement, 7,095,721 common shares were issued to the department at USD 14.093 apiece. A registration covering the resale of those shares followed promptly.
That is a substantial block of stock sitting with a government holder that has already laid the groundwork to sell. The overhang casts a ceiling over any sustained recovery attempt, and it carries more weight in the current setup than the promise of conference-stage visibility.
Boardroom Shuffle Adds to the Mix
Personnel changes have compounded the uncertainty. Chief financial officer John Markovich stepped down roughly a week ago. Management stated plainly that the departure was unconnected to disagreements over operations, business direction, or financial reporting. Greg Golkov has taken over as acting finance chief.
In the same period, D-Wave strengthened its oversight body: Kevan P. Krysler, a technology-finance veteran, joined the board of directors and the audit committee. Insider selling — including share disposals by John David DiLullo — has done little to steady market confidence.
An Analyst Endorsement, and Its Limits
BMO Capital initiated coverage with an Outperform rating, offering a vote of confidence from the sell side. Set against a 63% gap to the 52-week peak, that endorsement reads as a distant target rather than a near-term catalyst.
The Maryland and Seoul appearances should demonstrate that the technology roadmap is advancing. Whether that translates into commercial contracts is the question the presentations will have to answer. Until the risk of further share issuance clears, and until management shows the federal funds are being deployed in a value-accretive way rather than at the expense of existing holders, the stock's path of least resistance looks constrained. Investors would be wise to look past the short-lived pops that conference headlines tend to generate.
