Ukrainian men between 18 and 60 who cannot prove they have fulfilled their military obligations or obtained a legal exemption will no longer qualify for simplified protection in the European Union. The Council of the EU passed the measure on July 30, 2026, representing a sharp shift in how the bloc handles arrivals from Ukraine.

EU officials have stressed that the change applies exclusively to new applicants. Individuals who already hold protection status in any EU member state will not be affected.

German authorities also voiced support for the tighter conditions. The policy shift is unfolding against the backdrop of Ukraine’s acute military manpower needs. Reports indicate the country is mobilizing up to 34,000 men each month while authorities search for more than 2 million individuals who are registered as liable for service.
