The Federal Institute for Occupational Safety and Health, known by its German acronym BAuA, has released an updated guidance manual for employers assessing psychological strain in the workplace. The document consolidates the latest scientific findings with current legal obligations, giving companies a practical roadmap for preventing mental health problems before they develop.
Why Employers Can No Longer Ignore Mental Strain
German law has required companies to factor psychological stress into their workplace risk assessments since the Occupational Safety Act (ArbSchG) was amended in 2013. The revision of Section 5, Paragraph 3, Item 6 made clear that mental and physical risks must be treated with equal seriousness. Additional regulations — including the Workplace Ordinance (Section 3), the Industrial Safety Ordinance (Section 3), the Biological Substances Ordinance (Section 4) and the Hazardous Substances Ordinance (Section 6) — reinforce this obligation.
The BAuA serves as the federal authority coordinating these requirements. Its updated handbook draws on recommendations from the Joint German Occupational Safety and Health Strategy (GDA), which were issued in 2022 and are used by state supervisory authorities and accident insurance carriers as a common baseline.

Defining the Problem Before Solving It
A precise definition of psychological strain forms the foundation of any meaningful workplace analysis. The BAuA follows the DIN EN ISO 10075-1 standard, which describes psychological strain as the total of all external influences that act upon a person mentally. The definition is deliberately value-neutral — strain itself is not automatically harmful, but rather describes objective working conditions.
The risk assessment process aims to identify which of those conditions could lead to health-endangering psychological responses in employees.
Practical Design Goals for Healthier Workplaces
The BAuA's guidance translates its findings into concrete objectives for companies restructuring their work organization. Employee autonomy ranks among the most important factors. A balanced workload and clearly defined tasks help prevent stress reactions, while minimizing frequent interruptions is cited as essential for preserving concentration and work quality.
Beyond organizational structure, the manual highlights the protective role of social support within a company. A respectful atmosphere and functioning communication channels act as buffers against the negative effects of demanding work situations.
Shift Work, Schedules and Violence Prevention
The recommendations place considerable emphasis on working time design. They call for limited daily working hours and regular breaks. For shift workers, the guidance specifically recommends forward rotation of shifts and capping consecutive night shifts at three wherever possible, to protect employees' biological rhythms. Predictable scheduling is also gaining importance as a factor in psychological stability.
Protecting employees goes beyond physical hazards — it means having the right documentation in place for every risk your team faces. Over 37,000 UK businesses already use a free toolkit covering everything from risk assessments to compliance checklists. Get the free Health & Safety Toolkit
The BAuA concludes by stressing that protection against destructive behavior and violence in the workplace must be part of any effective risk assessment. Preventing both physical and psychological attacks is now framed as an integral component of creating a safe, health-promoting work environment.
