German Workplace Safety Agency Releases New Guide for Handling Biological Hazards

When employees work with bacteria, viruses, or cell cultures, the risks are real—but unlike chemical hazards, there are no binding exposure limits to guide employers. That gap is what Germany’s Federal Institute for Occupational Safety and Health (BAuA) aims to close with a newly published handbook on risk assessment for biological agents.
The document, released under the country’s Biological Agents Ordinance (BioStoffV), provides concrete procedures for identifying and evaluating dangers posed by microorganisms and cell cultures. BAuA defines biological agents broadly to include bacteria, viruses, endoparasites, TSE agents, and cell cultures. The technical foundation for these assessments remains the TRBA 400 regulation.
Four risk categories structure the approach. Group 1 substances pose minimal threat, while Group 3 includes pathogens such as SARS-CoV-2. The highest category, Group 4, covers extremely dangerous agents like the Ebola virus. The handbook walks through detection methods including molecular biology techniques, microscopy, and cultivation to determine colony-forming units. Notably, businesses are not generally required to measure exposure—instead, assessments must rely on detailed analysis of workflows and transmission pathways.

Safety measures extend beyond the lab. BAuA points to broader workplace statistics: in 2018, Germany recorded roughly 708 million sick-leave days. Workplace accidents exceeded 949,000, with 541 proving fatal. Lost production was estimated at around €85 billion.
Since the Occupational Safety Act of 1996, employers have been legally required to systematically identify hazards. A 2013 amendment added mental strain to the list of factors that must be evaluated. The revised DGUV regulation for aircraft maintenance, updated on July 29, explicitly names time pressure and competition as relevant psychological stressors.
Heat and waterborne pathogens also demand attention. At indoor temperatures above 26 degrees Celsius, additional protective measures are recommended; above 30 degrees, action becomes mandatory. For outdoor workers, the Occupational Health Regulation 13.3 requires employers to offer preventive check-ups.
Legionella bacteria in water systems require regular monitoring, as growth accelerates between 25 and 45 degrees Celsius. Under Germany’s Drinking Water Ordinance, rented residential buildings must be tested every three years.
