A Federal Deadline Looms
The date that actually matters is September 29. Under the federal FAST-41 permitting framework, a decision on the project's authorizations is scheduled for that day. It is an administrative waypoint in the approval process, not a granted permit — a distinction that matters for anyone reading the calendar as a verdict.
Market participants have been reluctant to build positions ahead of the deadline. Reaching commercial production will require far more than cleared conditions: substantial capital commitments and partnerships are still outstanding.
How the Stock Has Traded
The wait has been costly for shareholders. Since the federal permitting topic surfaced roughly three weeks ago, the shares have shed 10.7%. The state EXIM Bank commitment is now more than a month old, and the stock has fallen 47.3% in that stretch.

What it does not do is change the economics of Graphite One's natural graphite project in Alaska — GrafTech's product is synthetic electrodes, a different corner of the market.
The same day GrafTech made its pricing call, proxy advisers ISS and Glass Lewis came out in favor of Global Battery Materials' takeover of Lomiko Metals, with a shareholder vote set for September 23, 2026. Taken together, these developments suggest a graphite sector in the middle of structural repositioning.

From Exploration Story to Permitted Project
For Graphite One, the task is to complete the transition from exploration-stage speculation to an approved large-scale operation. The completion of a coordinated project plan about three weeks ago, along with earlier permitting steps, did little to move the needle — a sign that investors are pricing in execution risk rather than political goodwill.
Dunleavy's support gives the company a prominent public platform. It does not guarantee operational success. Only once the FAST-41 decision is actually in hand can the project's federal viability be judged with any rigor. Until then, the stock remains a speculative instrument whose trajectory is tethered to regulatory dates.
