IBM Builds Out AI Governance, Lunar Models and Quantum Capacity While Shares Lag

IBM has spent the past several weeks assembling a broad technology narrative that stretches from regulatory compliance software to the surface of the Moon — yet the equity has struggled to reflect any of it. The stock changed hands at 204.25 euros in recent trading, up 1.0% on the day, but it remains down 21% since the start of the year.
Regulatory Data Meets Governance Software
On September 17, the company widened its collaboration with CUBE in the field of AI governance. The centerpiece is the integration of CUBE's regulatory data into the "Regulatory Horizon Scanning" function of watsonx.governance. The pairing is designed to help enterprises track and comply with artificial intelligence laws across multiple jurisdictions.
The governance push runs alongside IBM's effort to build out specialized application models. Together with NASA, the company unveiled the "NASA–IBM Lunar Foundation Model" on September 10. The open-source system is built to identify lunar craters, water ice and other surface structures. Both the model and its accompanying dataset were released to the public at no cost.
Training drew on material from four separate NASA missions, with readings from nine scientific instruments feeding into development. That breadth is intended to let the technology capture geological structures and changes on the lunar surface with precision, supporting the broader goal of sustained human presence on the Moon through automated analysis of observation data.

Academic Ties and a Research Acquisition
IBM's educational and research initiatives extend into academia as well. A new innovation incubator launched yesterday in partnership with Marist University, which will use an IBM z17 mainframe to support AI research. The two institutions are deepening a relationship that stretches back more than 50 years.
The company is also expanding its technological base through targeted dealmaking. On July 23, 2026, IBM signed a definitive agreement to acquire HRL Laboratories, LLC, a research institute previously co-owned by Boeing and General Motors. Financial terms of the transaction were not disclosed.
Beyond hardware and models, IBM is examining the operational obstacles that come with a changing workplace. On Monday, the IBM Institute for Business Value published a global survey finding that growing AI adoption is raising the importance of critical-thinking skills among employees. The same poll identified a clear gap between the priorities of chief human resources officers and the concrete concerns of their workforces.
Quantum Infrastructure and Federal Backing
Physical computing capacity is another front. Alongside Lockheed Martin, IBM announced on September 10 the creation of a Swiss quantum hub at ETH Zurich. The first instance of the IBM Quantum System Two in Switzerland is slated for delivery there by the end of 2026.
Those hardware ambitions are underpinned by large-scale industrial funding. Anderon LLC, an IBM entity, secured more than $1 billion in support from the US Commerce Department under the CHIPS and Science Act. The money is earmarked for research and development in quantum wafer manufacturing at the Albany site in New York State. IBM is adding $1 billion of its own capital to the project.

What Investors Are Watching
Attention now turns to the company's operating performance. IBM will report third-quarter 2026 results after the US market close on October 21, 2026. According to media reports, consensus estimates point to quarterly revenue of $16.82 billion and earnings per share of $2.88.
In today's session the shares stood at 203.10 euros, a gain of 0.4%. The broader trend, however, remains under pressure, with the stock down 22% year to date.
