Mumbai Food Safety Crackdown: Six Licences Suspended Over Hygiene Failures

Maharashtra's food regulator has suspended the licences of six Mumbai establishments, including a prominent sports club and a major quick-commerce warehouse, following inspections that uncovered serious hygiene breaches and the use of banned ingredients. The enforcement action, announced on August 18 and 19, signals a tougher line on food safety compliance that UK-based businesses operating in India should note.
Otters Club and Zepto Among Those Penalised
The Otters Club in Bandra West had its licence suspended after inspectors found it serving "analogue paneer," a dairy substitute banned in Maharashtra since June 30, 2026. The club had reportedly sourced the product from Punjab Sind Dairy and presented it as regular paneer to customers. Further violations included broken floor tiles, blocked drainage and defective refrigerator gaskets.
In Chembur, a Zepto warehouse faced suspension after meat was found stored at 9°C — well above the mandated 5°C limit. Frozen products were kept at -11°C despite requirements for -18°C or lower, and inspectors also reported the presence of cockroaches within the facility.

Other Establishments Hit by the Enforcement Drive
The inspections, carried out between July 14 and August 17, also led to suspensions for:
- Daily Fresh Bakers (Dahisar): rodent infestations and expired food colouring
- Prince of Wales (Khar West): temperature control failures and pest management lapses
- Raj Oil Trading (Vile Parle East): oil packets gnawed by rodents
- Cafe Sifarish (Andheri/Marol): inadequate sanitation and hygiene standards
While licences have been suspended, the FDA has not yet moved to cancel them entirely. The management of Otters Club indicated it would appeal, noting the establishment had previously received an 88% compliance score from regulators.
Quick-Commerce Sector Under Scrutiny
The Zepto suspension has intensified calls for tighter oversight of the fast-growing quick-commerce industry. The All India Consumer Products Distributors Federation (AICPDF) has urged the Food Safety and Standards Authority of India (FSSAI) to strengthen regulations for "dark stores" — the micro-fulfilment centres that power rapid delivery services.
The federation noted that recent FDA actions have affected 14 licences linked to major platforms including Zepto, Blinkit and Swiggy Instamart. It has proposed a mandatory ratio of 0.35 to 0.40 square feet per stock-keeping unit (SKU) to prevent overcrowding and improve storage conditions.

Legal Dispute Over Enforcement Methods
The crackdown, praised by Chief Minister Devendra Fadnavis, has also landed the FDA in legal hot water. On August 18, Commissioner Tukaram Mundhe said the agency would seek recourse against a Bombay High Court order directing it to pay ?5 lakh to a Pune-based sweets shop.
The court set aside a previous licence suspension after a re-inspection showed the shop met 98% of compliance parameters. Despite the fine, Commissioner Mundhe emphasised the agency's commitment to food safety.
The scale of the enforcement effort is considerable: during an earlier drive on August 13, the FDA inspected 86 establishments, resulting in 14 licence suspensions and nine arrests. Total product seizures across the ongoing campaign have reached approximately ?99.39 lakh.
