Nebius Stock: A $1.07 Million Fine, an 84-Dollar Bear Case and Demand That Stretches to 2028

Nebius has spent most of this year as one of the market's purest AI infrastructure plays, with the stock up 171% since January. That kind of run invites scrutiny, and the scrutiny has now arrived from three directions at once: a state regulator, a skeptical analyst desk, and the physical limits of the power grid itself.
The shares slipped 1.3% on Thursday to €196.50, following a Wednesday close of €199.02. That leaves the stock 24% below its 52-week high of €261.00 — a consolidation that looks less like a verdict on the business than a recalibration of expectations.
New Jersey Turns Up the Heat
The most concrete headache sits in Vineland, New Jersey. The state's Department of Environmental Protection fined data center operator DataOne $1.07 million on Tuesday for installing and running 62 Caterpillar natural gas engines with a combined capacity of nearly 123 megawatts without a permit. Nebius is the tenant at the site.
DataOne now has 45 days to file permit applications and avert a potential shutdown order. Nebius's long-term answer for the location is a Bloom Energy fuel cell installation guaranteeing roughly 250 megawatts, but the interim period exposes just how fragile the energy equation is for specialized cloud providers. If power does not flow on time and within the rules, tight construction timelines start to bend.
Should investors sell immediately? Or is it worth buying Nebius?
Wall Street's Bearish Chorus Grows Louder
Rothschild Redburn added its voice on Monday, slapping a "Sell" rating on the stock with a price target of just $84. The analysts point to falling GPU rental prices, hyperscalers building out their own capacity, and expensive financing structures that stand to compress future margins.
The counterargument is not hard to find. Nebius posted revenue of $582.3 million in the second quarter of 2026, and it is raising GPU rental prices by 17% to 21% effective October 1 — evidence that near-term appetite for accelerators like Nvidia's H100 and B200 remains fierce. Management says customer interest now extends all the way to 2028.
That pricing power, though, cuts both ways. A business model this dependent on raw AI compute is vulnerable the moment the cycle loses momentum.
Capacity Ambitions Meet Capital Discipline
Nebius is not slowing down. The company is targeting total capacity of 5 gigawatts over the medium term, a buildout that demands heavy spending on new data centers and network infrastructure. The goal is to cement a leading position in the specialized AI cloud market.
Higher tariffs for selected hardware, announced a little over a week ago and taking effect October 1, are part of how Nebius intends to manage rising costs. So is a new partnership: once technical integration is complete, Palantir's commercial customers will gain access to Nebius's compute and inference platform, a tie-up that meaningfully widens the company's reach among enterprise clients.
Nebius at a turning point? This analysis reveals what investors need to know now.
The demand backdrop is doing its part. The ongoing AI arms race has technology giants scrambling for specialized hardware, and compute demand continues to outstrip available supply.
The Execution Question
Inclusion in the FTSE All-World Index this month underscores how far Nebius has come. Yet the combination of aggressive expansion, regulatory friction, and prominent short sellers argues for caution.
Analysts' hesitation captures the central tension: rapid revenue growth on one side, enormous global infrastructure costs on the other. For investors, the question that matters is whether Nebius can hit its capacity targets without dilution or an unsustainable debt load. At current valuations, the market is no longer paying for spectacular growth rates alone — it wants proof that these gigantic projects can hold up financially and regulatorily over the long haul.
