Nebius has spent the past week stacking up announcements — a training partnership in Dubai, an acquisition to bolster its inference business, an expanded developer program in Europe. None of them, on its own, answers the question that actually governs the investment case: how much of the company's data-center buildout will be paid for by customers before the bills come due.

Start with the Dubai Chamber of Digital Economy agreement, signed with Nebius Academy and Lovable. The program reaches 14,000 companies in Dubai, with Nebius Academy delivering training, certifications and technical workshops through the Dubai Chambers Academy. It opens doors to potential customers. It does not constitute a large order for computing capacity, and no revenue figure has been attached to it. For investors, that makes it business development — not a financing proof.

The distinction matters more than usual right now. High borrowing costs and doubts about the profitability of AI infrastructure buildouts are weighing on the sector, and the decisive test for Nebius is whether it can underwrite its expansion with customer money.

The Prepayment Ratio Is the Real Yardstick

Nebius expects more than $9 billion in customer prepayments for 2026, against an investment forecast of $20–25 billion. Those advances are a substantial financing pillar, but they do not cover the planned buildout in full. Their advantage is timing: cash arrives before the corresponding services are fully delivered, which can limit the need for additional capital. It does not make the later work free, nor does it substitute for a check on long-term profitability.

The more telling figure sits in the contract mix. Roughly 70% of agreements in the second quarter of 2026 included prepayments, and those covered 50–60% of the associated investments, according to the company. That relationship says more than the absolute inflow alone. If the share holds on future contracts, customer financing can cushion part of the pressure from expensive credit. If it slips, the same growth plan would require more outside capital.

Should investors sell immediately? Or is it worth buying Nebius?

Strong Growth, but Watch the Cash

The operating numbers give the bull case room to breathe. Second-quarter 2026 revenue climbed 454% to $582.3 million, and the adjusted EBITDA margin reached 41% — not just rapid growth, but a positive adjusted operating result before depreciation.

Cash flow, though, needs to be read separately from earnings. Operating cash inflow in the same quarter was $2.3 billion, predominantly from customer prepayments, while remaining performance obligations stood at $37.5 billion. That points to contractually committed demand, but it is neither immediately available money nor guaranteed profit.

The counterargument carries real weight. Prepayment reduces capital needs but eliminates neither interest expense nor the obligation to deliver. Interest costs in the second quarter of 2026 came to $119.1 million, and the loss from continuing operations was $190.4 million. A positive adjusted EBITDA margin alone is not enough to judge the economic resilience of the buildout — what remains after financing costs and other expenses is what counts.

Concentration adds another layer. The three largest customers accounted for 24%, 21% and 14% of revenue respectively in the second quarter of 2026. Big contracts make planning easier, but they raise the importance of individual relationships. Gartner, meanwhile, projects that more than 80% of independent neocloud providers could lose their independence by 2030 — not a forecast specific to Nebius, but a reminder of the industry risk if capital spending outpaces economically viable revenue.

From Infrastructure to Application

The October 1 acquisition of Inferize shifts the focus from building AI capacity to using it. According to the company, the AI infrastructure startup will strengthen the production inference side of Token Factory. That is a strategic intention, not evidence of business success already achieved — the completed purchase and its intended benefit are two different things, and treating them as one turns a corporate decision into a premature profit promise.

The European AI developer program fits the same direction, pairing computing grants with financing options for founders and community offerings; NVIDIA, Accel and European venture capital firms are among the named partners. The program supports developers, the acquisition strengthens Nebius's own offering. Together they form a coherent strategic line — but they do not replace the economic proof.

Nebius at a turning point? This analysis reveals what investors need to know now.

Analyst sentiment reflects confidence rather than certainty. Media reports indicate coverage of Nebius began on October 7 with a buy rating and a price target of $304. That documents trust; it remains an assessment, not a guaranteed company value. The market itself has been less enthusiastic: the stock is down 25% over 30 days. Neither the failure nor the success of the acquisition can be read from that move — it is a reminder not to confuse strategic plausibility with a reliably rising valuation.

What to Watch Next

The confirmation of the expected 2026 prepayment sum is a concrete test. If it holds, the announced financing pillar is carrying its weight. A shortfall would have to be weighed against the pace of investment: fewer prepayments would hurt more with spending unchanged than with a correspondingly adjusted buildout.

On the operational side, the Dubai cooperation now moves into execution, with training and platform access meant to bring companies into AI applications — from which later business relationships could grow. For the investment decision, only a measurable conversion into additional demand and financeable contracts would be decisive. Until then, customer prepayment remains the more reliable gauge of how much room the growth story really has.
