Quantum eMotion has appointed David Wayne Teeple as Chief Technology Officer and backed the promotion with a 500,000-option package that splits his reward between time served and targets met. The company granted the options yesterday, with 200,000 of them contingent on hitting specified performance milestones.

The remaining 300,000 carry a ten-year term and vest on a staggered schedule, with 25% becoming exercisable each year over four years. Every option in the package is priced at an exercise price of $1.47 per share. The structure deliberately pairs a calendar-based lock-in with performance-linked incentives, so only part of the award depends on milestones while the rest follows the annual vesting plan.

Teeple moves into the executive role from Quantum eMotion's board, where he had served since 2021 — meaning he takes on operational technology duties with prior knowledge of the company. His mandate covers technology strategy, product development, engineering and integration. It spans the company's quantum random number generation work along with SecureKey, Sentry-Q and eShield-Q, and extends to development and technical integration tasks connected to the planned Plurilock acquisition.

Should investors sell immediately? Or is it worth buying Quantum eMotion?

Three Decades in Cybersecurity

The new CTO brings more than 30 years of experience across cybersecurity, telecommunications and IT. He founded Phirelight Security Solutions, which the RHEA Group acquired in 2018, and earlier served as a communications electronics officer in the Canadian Armed Forces. He holds a computer science degree from the University of Ottawa as well as the CISA, CRISC and PMP certifications.

His appointment is not evidence that any technical milestones have already been reached; the pay design instead turns attention to future execution. Integration support tied to Plurilock forms part of his intended remit rather than proof of a completed combination.

Plurilock Vote Set for November 2026

That transaction still hinges on approvals. Plurilock has filed the meeting materials for its shareholder vote, and its board has unanimously recommended that investors back the deal. Closing remains conditional on shareholder and court approval along with further clearances. Plurilock shareholders are scheduled to vote on the takeover by Quantum eMotion on 18 November 2026.

For investors, the split between the two option components matters: the package combines a time-based commitment with performance-driven incentives, and the coming months will show what progress Quantum eMotion actually makes on product development and integration. The appointment creates a named owner for that work — it does not substitute for operational results.
