A one-year moratorium on new large data centers in New York state has been flagged as a regulatory headwind — though some market commentators read it as evidence that demand for AI infrastructure is so intense it simply migrates to more welcoming markets.

The analyst community remains conspicuously divided. DA Davidson cut its price target from $250 to $175 on August 6, keeping a "Neutral" rating. Piper Sandler initiated coverage three days earlier, also at "Neutral," with a $224 price target — praising the capital-light scaling model, the proprietary server infrastructure, and the so-called Token Factory, while explicitly warning that the Vineland data center poses a near-term risk to forecasts. Adding to the cautious tone, director John Wilson Boynton IV sold roughly $1.5 million worth of shares on June 15. Insider sales are hardly a red flag on their own, but they fit a pattern of prudence rather than exuberance.

The numbers due on August 12 will test both narratives. Consensus expectations call for Q2 revenue of $574.65 million and a loss of $0.53 per share, though the secondary source puts the revenue estimate slightly higher at $578 million with a loss of $0.52. To hit the midpoint of management's own full-year guidance of $3.0–3.4 billion, Nebius would need to average roughly $934 million in quarterly revenue across the remaining three quarters — a leap that underscores just how much growth must be compressed into the second half of the year. The stock's technical position reflects the broader unease. Shares remain 37.72 percent below the 52-week high reached in June, though they are still up 121.17 percent year-to-date. The relative strength index sits at 45.4, with the price below its 50-day moving average. A strong print that confirms the raised capacity and revenue guidance could blunt Burry's argument; wider-than-expected losses would likely reignite the debate over whether AI infrastructure valuations have run ahead of reality.
