UK Regulators Step Up Enforcement on Safety, Pay and Environment

British businesses face a wave of enforcement action this autumn as regulators crack down on workplace safety failures, environmental damage and minimum wage underpayment.
Conwy Firm Granted Extension on Safety Notice
PBT Vehicle Body Repair, a Conwy-based business, has secured a two-month extension to comply with an Improvement Notice issued by the Health and Safety Executive (HSE). The notice, served in May 2026, followed findings that the company had failed to adequately protect employees from exposure to isocyanates — chemicals commonly used in vehicle spray-painting.
The firm now has until October 28, 2026 to implement the required safety measures, having originally faced an August deadline. The extension gives the business additional time to bring its standards in line with HSE requirements.

Construction Group Pays Out Over £200,000 for Water Pollution
BDW Trading, part of the Barratt Redrow group, has paid more than £200,000 following an investigation into watercourse pollution. The incident took place over six days in July 2022, during which the firm polluted the Ladden Brook and the Tanhouse stream in Yate.
The settlement directs funds to environmental organisations supporting local conservation. The Bristol and Avon Rivers Trust received £165,000, while the Avon Wildlife Trust and the Tortworth Forest Centre were allocated £25,000 and £11,500 respectively.
Hundreds of Firms Named for Minimum Wage Breaches
The government has published a list of 658 businesses found to have paid staff below the National Minimum Wage. The naming forms part of a wider push on fair pay, with approximately £4 million reimbursed to more than 27,000 workers. The companies involved also faced fines totalling £7 million.
Retailer B&Q featured prominently, having failed to pay £456,934.72 to 4,530 employees. Elysium Healthcare owed £330,048.81 to over 1,000 workers, while Five Guys underpaid 3,699 staff by a total of £54,642.47. Pizza Hut and Forest Holidays also appeared, with the latter owing £100,308.68 to 598 employees.
Regional Enforcement and Public Safety Actions
Local councils and specialist regulators have pursued a range of other proceedings in recent months.
Waste Management: A Northampton firm trading as Zizou Lounge and Zizou Express was fined £40,200 on August 25 for three unlawful waste deposits on Whitworth Road. The offences occurred between late December 2025 and January 2026. In Ipswich, the borough council issued 67 Fixed Penalty Notices to town-centre businesses for improper commercial waste management.

Care Standards: The Care Quality Commission (CQC) downgraded Danesford Grange Care Home in Bridgnorth to inadequate following a June inspection. Regulators found residents were not sufficiently protected from neglect, citing failures in medication management and hygiene.
Water Infrastructure: Moray Council in Scotland faces costs of approximately £1.6 million to meet water environment improvements ordered by the Scottish Environment Protection Agency (SEPA). The work addresses fish barriers at six sites, with a deadline of December 21, 2027.
Food Hygiene: Alfredo's, an Italian restaurant in Conwy, received a zero food hygiene rating in July 2026 after inspectors discovered a substantial rodent infestation. The establishment was ordered to halt food preparation in specific areas until the issue is resolved.
