Vonovia Keeps Berlin Commitments While Pulling Back on New Projects, as JPMorgan Builds 5.25% Stake

Vonovia will press ahead with roughly 1,000 residential units already under construction in Berlin, but the Bochum-based landlord has decided that fresh projects in the German capital will carry less weight in its development pipeline going forward. Chief executive Luka Mucic told Handelsblatt that political uncertainty in the city is behind the more cautious stance, while stressing that no halt to ongoing work is planned.
The shift underscores how Berlin — long one of Vonovia's most important single markets — has become a source of friction rather than expansion. Regulatory and political conditions in the capital have been a running theme of industry debate, and for the DAX-listed group the practical effect is a defensive posture on new capital commitments, without abandoning projects already promised.
Tensions flared again on the political front when a planned high-level meeting between Vonovia and Die Linke on Berlin housing policy failed to take place. Party chair Luigi Pantisano called off the talks with Mucic at short notice, citing a dispute over media access: the party accused Vonovia of excluding a journalist from the meeting, a claim the company rejected, saying it had never agreed to press coverage of what it described as a confidential exchange.
JPMorgan crosses reporting threshold
While the political sparring continues, Vonovia's institutional shareholder base has been shifting. A regulatory voting-rights filing shows JPMorgan Chase & Co. holding a total position of 5.25% in the company, with the reportable threshold crossed on 7 October. The bulk of that exposure is not held through ordinary shares — only 0.65% of voting rights are tied directly to stock, while 4.60% sits in financial instruments, a structure international banks commonly use for structured financing, hedging or derivatives.
Should investors sell immediately? Or is it worth buying Vonovia?
Analyst target trimmed
Market sentiment remains subdued. According to media reports, ODDO BHF cut its price target for Vonovia on Monday from EUR 25 to EUR 23, while keeping its "Outperform" rating on the stock. In pre-market trading the shares changed hands at EUR 16.48. The equity has lost 33% since the start of the year, reflecting pressure that weighed on the broader real estate sector for much of 2023.
During the most recent session the stock managed a modest gain of 0.7% to EUR 16.52, a tentative stabilization after a prolonged weak phase.
Veveus targets third-party landlords
On the operating side, Vonovia is pushing to broaden its recurring revenue base beyond its own portfolio. About a week ago the group unveiled Veveus at the Expo Real trade fair, a brand aimed at institutional owners and investors that bundles investment, asset, property and facility management services. Vonovia said it already manages around 75,000 apartments on behalf of third parties in this segment.
Investors will get a fuller picture of how the business is performing when Vonovia publishes its interim report for the third quarter on 4 November. The update is expected to focus on the development of operations as well as the group's broader portfolio strategy.
