Vonovia's Berlin Retreat and Veveus Bet Take Center Stage Before November Update

Left Party sit-down with Vonovia fell through over talk format, as the landlord weighs pausing new Berlin construction and Oddo BHF cut its target.

A sit-down between Germany's Left Party and Vonovia collapsed on Tuesday, with the housing group refusing to budge on the format of the talks. Party leader Luigi Pantisano and Vonovia chief executive Luka Mucic had been due to meet, but the Left Party said the company insisted on a closed-door exchange and turned down its demand that an independent journalist be present. The breakdown leaves direct dialogue between the party leadership and the residential landlord stalled for now.

The standoff lands in the middle of a delicate stretch for the Bochum-based group. According to media reports, Mucic's management team is weighing a pause on fresh construction in the German capital once roughly 1,000 Berlin apartments already under way are finished. The CEO has pointed to a lack of investment certainty amid the ongoing expropriation debate and the political risks tied to it.

No Halt to Work in Progress

Mucic made clear in comments to Handelsblatt that projects already in the pipeline will not be abandoned. The roughly 1,000 Berlin units currently being built are to be completed as planned, and a construction freeze is not on the table. What changes is the mix going forward: new Berlin schemes will carry less weight in the project pipeline.

For Vonovia, the pullback underscores the persistent challenges it faces in its single most important market. Regulatory and political conditions in the capital have been a running source of friction across the sector. In practical terms, the decision points to a defensive stance on fresh capital commitments in Berlin, without walking away from projects already promised.

Should investors sell immediately? Or is it worth buying Vonovia?

Expropriation plans in the city have long been viewed by the capital markets as a tangible drag on the company. New building ties up substantial capital, which is why Vonovia keeps pressing for dependable ground rules. Absent legal clarity on the status of large housing portfolios, new schemes in the capital risk being shelved.

Oddo BHF Trims Target

The tough backdrop is already showing up in how analysts value the stock. Oddo BHF cut its price target for Vonovia on Monday, lowering it to EUR 23 from EUR 25, according to media reports. The analysts kept their "Outperform" rating on the shares despite the reduction.

In pre-market trading the stock stood at EUR 16.48. Since the start of the year it has lost 33%, after the broader real estate sector came under pressure for much of 2023.

Veveus Opens a Second Front

Away from the political fight in Berlin, Vonovia is working to unlock additional revenue streams. Just over a week ago, at the EXPO REAL property fair, the company unveiled a new brand, Veveus, covering investment, asset, property and facility management for institutional owners and investors. Under that name Vonovia already manages around 75,000 apartments on behalf of third parties, part of an effort to grow its higher-margin service business and reduce its reliance on classic portfolio expansion.

Attention now turns to the operating picture. Vonovia has scheduled the release of its interim report for the third quarter of 2026 on November 4, 2026, a date that should put the development of its operating business and the direction of its portfolio strategy under the spotlight.
