XRP's Two-Track Market: Whales Accumulate While Washington Delays
Published on 07/31/2026 at 10:51 | Redaktion boerse-global.de
The quiet price action around XRP's $1.08 level masks a growing chasm between two very different groups of market participants. Retail investors are throwing in the towel, while large wallet holders are quietly building positions — a divergence that historically has preceded some of the token's strongest recoveries.
Sentiment Hits Rock Bottom as Big Players Move In
Santiment's weighted sentiment indicator for XRP recently touched its lowest reading since October 2025. That capitulation among smaller holders, confirmed by Glassnode data, is often viewed by analysts as a precursor to a market bottom. The numbers back up the narrative: large wallet addresses increased their XRP holdings by 2.8 percent over a five-week stretch, even as retail traders exited in droves.
The institutional pipeline tells a similar story of accumulation. Spot XRP ETFs in the US have now recorded nine consecutive weeks of net inflows, with cumulative net inflows reaching $1.49 billion since inception. The weekly addition came to $8.15 million, pushing total net assets to $999.25 million. Franklin Templeton's XRPZ fund leads the pack with roughly $254 million in assets under management and more than 540,000 XRP absorbed. Still, the flows have been uneven — two days of inflows were followed by three days of stagnation.
A Regulatory Tangle in Washington
The legislative calendar, however, remains a stubborn headwind. The US Senate has again postponed consideration of the Clarity Act — legislation designed to delineate SEC and CFTC jurisdiction over cryptocurrencies — and is set to recess on August 7. The bill has ballooned from 278 to 616 pages amid more than 100 amendments, with Senator Elizabeth Warren alone filing over 40. Senator Cynthia Lummis has voiced visible frustration with the pace, while Treasury Secretary Scott Bessent has publicly urged the Senate to bring the matter to a vote.
Should investors sell immediately? Or is it worth buying XRP?
JPMorgan warns that the ongoing delay could weigh on the entire crypto market and puts the odds of passage by year-end at just 37 percent. Standard Chartered, meanwhile, has slashed its current-year price target for XRP by 65 percent but maintains an ambitious $28 target for 2030 — a level that would imply a market capitalization exceeding $2.1 trillion.
Ripple's Infrastructure Push Continues
Away from the price chart, Ripple is pressing forward on multiple fronts. The company announced a partnership with compliance provider Notabene on July 24 to streamline RLUSD payments for banks, and simultaneously launched "Mint," a platform allowing institutions to mint, redeem, and manage the stablecoin via web console or API.
The stablecoin's traction remains modest — monthly transfer volume dipped to $10.95 billion even as holder numbers grew. Ripple did earn recognition by making CNBC and Statista's list of leading global fintech companies for the fourth consecutive year.
Perhaps more significantly, Ireland's central bank has greenlit one of Europe's largest tokenization initiatives to date. Aviva Investors, managing roughly $350 billion in assets, is launching a tokenized share class of its USD liquidity fund on the XRP Ledger — the firm's first tokenized fund. The structure follows a digital-twin model: an on-chain token mirrors the off-chain managed fund, with BNY Mellon safeguarding assets, Komainu handling crypto custody, and Licuido providing the tokenization infrastructure. The Aviva-Ripple partnership dates back to February, and Ireland's position as a hub managing about 5.4 percent of global fund assets gives the approval added weight for other asset managers watching closely.
The XRP Ledger itself now processes over four billion transactions across roughly eight million wallets, supported by more than 130 validators.
XRP at a turning point? This analysis reveals what investors need to know now.
Price Action Remains Stuck in Neutral
None of this has moved the needle much on price. XRP trades at $1.08, up 0.78 percent on the day but down 42.35 percent over the past year. The token sits just 6 percent above its 52-week low of $1.01 from late June, while remaining 68 percent below its August 2025 record high of $3.37. The RSI reading of 44.6 signals neither overbought nor oversold conditions — a market searching for direction.
The leveraged trading community has felt the chop acutely. Liquidations over a 24-hour period reached $3.94 million, with long positions absorbing $3.80 million of that versus just $136,120 in short liquidations.
Analysts note a telling discrepancy: ETF assets under management of roughly $989 million trail cumulative net inflows of $1.49 billion, suggesting valuation losses within the portfolios. Reports of historically high withdrawals from Binance and growing whale balances add to the picture of institutional conviction building beneath a stagnant surface. Whether that conviction translates into price momentum likely depends on whether the Clarity Act advances when the Senate returns in the fall.
