The German fibre-optic sector is in the grips of a violent shakeout. Smaller rivals are collapsing, expansion targets are being slashed, and the take-up rate among households that can actually get a fibre connection remains stuck at just 25%. Yet amid the wreckage, Deutsche Telekom has emerged as an island of predictability — and the combination of a freshly minted wage agreement with the ver.di union and an unrivalled network footprint is giving investors a rare reason to hold on.

The labour deal, struck after a 36-hour marathon in late May, covers roughly 60,000 employees in Germany and runs until the end of 2028, with comprehensive protection against dismissal baked in. The pay structure is phased: from August 2026, the monthly “additional month’s payment” jumps from €190 to €340, then to €480 in July 2027. A further 2.4% increase from the pay tables follows in June 2028. For the first time, ver.di members will receive a loyalty bonus of €440 if they were enrolled by 28 May 2026, with another €220 due at the end of 2028 if they stay. The company gets cost visibility for the next two and a half years; the workforce gets a clear path to higher compensation.

That operational stability is critical because the market around the Telekom is fraying fast. Ruhrfibre and Metrofibre, both active in North Rhine-Westphalia, have already filed for preliminary insolvency. Deutsche Glasfaser has been forced to lower its rollout ambitions and raise billions in fresh capital. The Telekom, by contrast, sits on a fibre infrastructure that now reaches 15.1 million households — the largest base in the country. The catch is that 21.8 million customers are still clinging to the copper DSL network, slowing the migration to pure fibre. A planned legislative amendment to the network expansion law could eventually ease the switch, but its timing remains unclear.

Should investors sell immediately? Or is it worth buying Deutsche Telekom?

For all its structural advantages, the share price has struggled. The stock closed Friday at €28.83, down 0.59% on the day, and has lost roughly 13% over the past twelve months. That puts it about 15% below the 52-week high of €33.95, and with a relative strength index of 73, the shares look technically overbought in the short term. Yet the analyst community remains broadly bullish: the consensus price target is €38.56, and both Goldman Sachs and UBS keep the stock on their buy lists. Earnings expectations for the 2026 financial year point to a dividend of €1.13 per share, up from €1.00 in the prior year.

The real test comes on 6 August, when the Telekom releases second-quarter results. The market will be watching for signs that its fibre leadership is finally translating into higher connection rates and firmer fixed-line revenue. Meanwhile, the US subsidiary T-Mobile US continues to act as the group’s primary growth engine — a factor that, combined with the new labour certainty, provides a more predictable earnings path than almost any domestic rival can offer.
