The stock, already down nearly 19% from its February peak, is caught between regulatory restructuring and monetary tightening — two forces that could either amplify its slide or spark a recovery.
The Bundesregierung will vote on the Novelle des Telekommunikationsgesetzes (TKG) on 10 June, a package Digital Minister Karsten Wildberger has pitched as a way to accelerate fiber rollout and cut red tape. For Deutsche Telekom, the stakes are high: the amendment would reshape building access rules and open-access obligations at a time when the company is aggressively expanding its fiber footprint. The operator ended the first quarter of 2026 with 21.0 million fiber-based connections in Germany and had passed 13.0 million households with its network. Any change in the pace of deployment or the terms of competitor access hits those numbers directly.
The company broadly welcomed the draft tabled on 2 March, endorsing efforts to speed up mobile and fiber buildout, but flagged three areas for improvement: provisions that could delay the rollout, exceptions to open-access rules, and documentation requirements for sensitive network infrastructure. The legislative process is expected to run until the end of 2026, meaning the final bill remains fluid.
Against that regulatory backdrop, the stock has been bleeding value. Shares closed at €27.73 on Friday, down 3.82% over the week and roughly 19% below the 52-week high of €34.35 set in late February. The 50-day moving average sits at €29.03 and the 200-day average at €29.05 — both well above the current level, underscoring the bearish technical setup. The relative strength index stands at 38.6, technically oversold but not yet at extreme levels.

Analysts widely expect the deposit rate to be lifted from 2.0% to 2.25%, with Germany’s inflation rate at 2.9% leaving little room for dovish surprises. A higher-for-longer rate environment would be particularly painful for a capital-intensive telecommunications group that benefits disproportionately from falling borrowing costs.
For the bulls, Friday’s price action did offer a flicker of hope: a “Candlestick Hammer” formation appeared on the chart, a classic reversal pattern that can signal a bottom. But the pattern alone may not be enough without a catalyst. The stock still has €25.99 as its 52-week low, leaving around 6.7% of downside to that support level.

For now, Deutsche Telekom’s share price is living in the gap between solid fundamentals — Q1 organic revenue growth of 4.7% to €29.9 billion and adjusted EBITDA AL up 7.5% to €11.5 billion — and the macro and regulatory headwinds that show no sign of easing.
