Hesse’s regional authorities are gearing up for a concentrated inspection campaign from 8 to 12 June 2026, zeroing in on construction scaffolding. The goal: slash the number of fall accidents, which accounted for roughly 31 percent of all severe or fatal workplace incidents in Germany between 2009 and 2023. Earlier checks painted a bleak picture — only 21 percent of the controlled building sites met the full set of occupational safety requirements for scaffolding.

The planned action week is just one symptom of a broader push to tighten Germany's workplace protection regime. Two major regulatory changes are adding fresh obligations for employers, while digital tools and climate adaptation strategies emerge as key responses.

New Rules on UV Exposure and Rodent Control

Since August 2025, the technical rule for workplaces A5.1 has been in force. It mandates binding protective measures whenever the UV index reaches 3 or higher, affecting an estimated 7.2 million people who work outdoors. The regulation follows the TOP principle: technical and organisational safeguards take precedence over personal protective equipment. Documentation is required especially during the core season from Easter to October.

A separate obligation arrives on 1 July 2026: municipalities must then carry out rodenticide control on a demand-driven basis. Specialised apps, such as Captis, are being marketed as a way to keep the bureaucratic burden light. The software records damage reports with precise location data on servers located in Germany, bypassing lengthy public procurement procedures.

Gaps Beyond Hesse

The problems are not confined to one state. The Maschinenring association in Eckernförde warns of a sharp increase in official company inspections across the country. Inspectors are focusing on employee training, operating instructions, and whether risk assessments are kept up to date. Look across the border to Switzerland, and the deficits are equally stark: according to the Swiss Trade Union Federation, only 46 percent of companies there carry out systematic risk assessments.
