The Finnish networking giant is executing on two fronts simultaneously, and the stock market is rewarding each move in kind. Nokia’s share price has surged roughly 115% since the start of the year, touching €11.96 on Wednesday — a whisker away from the 52-week high of €12.55 set just days earlier. Behind the rally lie a pair of strategic initiatives: a regulatory victory that brings next-generation router manufacturing to the United States, and a sweeping transformation of the company’s mobile infrastructure business around artificial intelligence and software.

The Federal Communications Commission has granted Nokia a conditional exemption for its home networking devices, specifically the beacons and Optical Network Terminals that broadband providers rely on to connect millions of American households. The decision removes the equipment from the strict import restrictions of the so-called “Covered List,” which had threatened to disrupt supply chains for US internet service providers. To prevent future regulatory friction, Nokia will produce its upcoming Wi?Fi 8 gateways on American soil, ensuring compliance and shielding ongoing network expansion projects from geopolitical risk. The local manufacturing move cements the company’s status as a leading supplier of fiber-optic technology in North America.

On the technology front, Nokia is pivoting hard toward a “cognitive broadband” era. Speaking at a Boston conference, CEO Justin Hotard outlined a vision in which networks no longer function as passive data conduits but become self-optimizing systems built on open interfaces and standardized ecosystems. The company has already introduced new AI agents for its fixed-line portfolio. These agents automate fault diagnosis, cutting the need for on-site technician visits by half and boosting first-contact resolution rates to over 50%, according to Nokia. The strategy dovetails with a broader push into high-capacity infrastructure for artificial intelligence workloads, where demand remains robust.

To accelerate this transformation, Nokia is bolstering its management ranks. In September, Emma Falck will take over the Mobile Infrastructure division, moving from Siemens to lead the development of networks designed from the ground up for AI applications. The financial payoff from the pivot is already visible. In the first quarter, revenues from AI and cloud customers jumped 49%, while the optical networks unit posted a 20% increase. For the full year, management maintains its operating profit target of between €2.0 billion and €2.5 billion. In the current quarter, Nokia expects sequential revenue growth of as much as 9%, with operating profit set to contribute a meaningful portion of the annual result.

The stock closed recently at €11.77, a level that leaves it roughly 93% above its 200-day moving average — a stark reflection of how dramatically investor sentiment has shifted. With the FCC exemption clearing a critical regulatory hurdle and the AI-driven overhaul gathering momentum, Nokia is positioning itself as a rare hybrid: a traditional telecom hardware supplier capable of competing in the next wave of intelligent network infrastructure.
