Energy Fuels has pulled off a feat that the US hasn't seen in decades: producing 99.9% pure terbium oxide at its White Mesa Mill in Utah. The breakthrough in heavy rare earth processing comes as Washington and Beijing edge closer on critical minerals trade, reshaping the strategic calculus for a company long known primarily as a uranium producer. With China controlling nearly all global supplies of terbium – a metal essential for electric vehicles and defence systems – the timing could hardly be more significant.

That rare earth progress is underpinned by a uranium business that continues to deliver the operational heft. Cumulative production crossed the one-million-pound mark in April, with 790,000 pounds turned out in the first quarter alone. The cost picture is improving too: finished uranium inventory averaged roughly $36 per pound, a 16% decline from year-end. Ore from the Pinyon Plain mine came in even lower at $23 to $30 per pound. Management is sticking with full-year guidance of 1.5 to 2.5 million pounds, a wide band that still points to growth.

The financial position gives the company room to manoeuvre. Working capital stands at roughly $1 billion (the latest figure pegs it at $957 million), providing the firepower to complete the planned acquisition of Australian Strategic Materials and build out a second rare earth processing facility. That ASM deal is expected to close in early July, according to the new CEO Ross Bhappu, who is pushing vertical integration with a planned US alloy plant to complete the value chain.

First-quarter numbers underscore the cash-generating capability: revenue of $35.8 million driven by sales of around 510,000 pounds of uranium, and positive operating cash flow of $8.3 million. The uranium sales are effectively bankrolling the rare earth pivot.

Yet the stock has felt the broader market chill. Shares slumped 7.73% on the day to €13.85, and over the past week the decline has widened to 22.5%. That leaves the stock 40.28% below its 52-week high of €23.19 and well under the 200-day moving average of €15.12. The pressure comes from outside: rising bond yields (US rates above 5%) and an oil price around $110 a barrel have dampened sentiment across the commodities space.

Analysts, however, see a disconnect between the price and the fundamentals. A fair value estimate of around C$41.63 has been maintained, and the NAV multiple for the Vara-Mada project in Madagascar was bumped up from 1.7 to 2.0 on improved synergies with processing in Utah.

On the rare earths front, the company is moving from pilot to industrial scale. After successful pilot production of heavy oxides, Energy Fuels will install permanent infrastructure at White Mesa to produce dysprosium and terbium in commercial quantities. The 99.9% terbium milestone proves the technology works. That dovetails with White House announcements of progress in US-China talks over critical minerals, with Beijing signalling willingness to address shortages of neodymium and indium.

The next test comes in late August, when the market will decide whether strong operating performance and the rare earth expansion can override the macro jitters. Before that, the early July ASM acquisition could provide a near-term catalyst. With a new CEO at the helm and a dual-track strategy that is now delivering tangible results on both fronts, Energy Fuels appears to be positioning itself as a Western champion in critical minerals – even if the market mood remains wary.
