The Westdeutsche Rundfunk (WDR), one of Germany’s largest public broadcasters, is facing an escalating labour dispute after management tabled an offer that would leave workers with no salary increase for 2026. The proposal has drawn sharp criticism from the media union VRFF, which argues that staff face a real-wage loss when measured against an inflation rate of roughly 3 percent.

The VRFF called a full-day warning strike on Monday, which began at 2:00 a.m. and involved employees at both the WDR and its affiliated Beitragsservice (ZBS). In Cologne, striking workers gathered between 9 a.m. and 2 p.m. at the Mausdenkmal, a well-known landmark near the broadcaster’s headquarters. The industrial action caused programming disruptions, though the network did not specify the exact extent of cancellations or delays.

At the core of the dispute is a wage proposal that the broadcaster’s leadership says reflects the organisation’s financial constraints. Under the current offer, pay would remain flat for the entire 2026 calendar year. Modest increases of 1.0 percent are then proposed for January 2027 and again for January 2028. The VRFF points out that these figures fall short of the 2.46 percent annual rise recommended by the Kommission zur Ermittlung des Finanzbedarfs der Rundfunkanstalten (KEF), the independent body that sets contribution levels for Germany’s public broadcasters.

The union maintains that the WDR can afford more. According to recent budget reports, the broadcaster is currently operating with a surplus. Intendantin Katrin Vernau has publicly acknowledged the positive financial situation. The VRFF is demanding a settlement that compensates workers for the rising cost of living.

The fifth round of negotiations was scheduled for Tuesday with no fixed end time. Whether the two sides moved any closer to a deal remained unclear as the strike concluded.
