Cumulative net inflows into XRP ETFs have ballooned to $1.43 billion, and the vehicle recorded $4.13 million in new money during the first week of June alone — at the exact moment the token hit a 19-month floor. This divergence from the broader crypto ETF landscape is striking: Bitcoin funds suffered outflows for 13 straight trading sessions over the same stretch.

May Was the Strongest Month for XRP ETF Flows

Zooming out to the monthly picture underlines the pattern. XRP ETFs absorbed roughly $132 million in fresh capital during May, making it the best month of the year so far. By contrast, both Bitcoin and Ethereum funds posted hefty redemptions. Analysts point to growing conviction among large institutional allocators that the current price zone offers a bargain entry, especially given the upcoming regulatory catalyst in Washington.

The CLARITY Act, a bill that would classify XRP as a commodity under U.S. federal law, cleared the Senate Banking Committee in May and was placed on the Senate's legislative calendar on June 1. A vote before the August recess could unlock an additional $4 billion to $8 billion in ETF inflows by year-end, according to market participants tracking the legislation's progress.

Whale Activity Mirrors the ETF Trend

On-chain data reveals that the same bullish conviction is playing out among large holders. After an initial panic that sent nearly 23 million XRP tokens to centralized exchanges — exacerbating selling pressure — the tide turned abruptly. Subsequently, more than 25 million XRP were withdrawn from exchange wallets, a classic sign of accumulation. Long-term holders expanded their positions by 22% during the final days of May, suggesting that sophisticated players are treating the drawdown as a buying opportunity.

Despite these green shoots, the chart has not yet turned. XRP has been in a corrective phase for roughly 350 days and has shed about 68% from its July 2025 peak near $3.65. The relative strength index sits at 34.5, flirting with oversold territory but still shy of a confirmed buy signal. Historically, bear cycles for the token have stretched between 400 and 790 days, implying that the current downturn may not be over.

On the upside, the 50-day moving average at $1.33 is the nearest resistance, and a sustained move above $1.37 would be the first clear bullish confirmation. Should the CLARITY Act pass, Standard Chartered sees a near-term target of $2.80, with double-digit price levels in the coming years. Downside protection sits at $1.03, below which the psychologically key $1.00 mark would come into play.
