XRP Faces a Week of Reckoning: Senate Deadline, Japan Pilot, and Eight-Year High in Whale Holdings

Washington is turning up the heat on digital-asset regulation, and Ripple is squarely in the crosshairs. A coalition of more than 200 companies has issued an ultimatum to the US Senate: bring the CLARITY Act to a floor vote before the summer recess. The bill, already approved by the Banking Committee, would split oversight of digital assets between the SEC and CFTC. Ripple is among the most vocal backers, pushing for a clear legal framework that would end years of enforcement-driven uncertainty. Yet optimism is fading. Analysts at Galaxy Digital have slashed the probability of passage this year to 60%, citing a crowded legislative calendar. To complicate matters, the White House is expected to review potential risks from illicit finance on Wednesday, a step that could further delay proceedings.

While the political clock ticks in Washington, Japan is providing a glimpse of retail adoption that contrasts sharply with the gridlock. SBI Shinsei Bank has launched a pilot program that rewards depositors with crypto. Customers who place money in fixed-term or savings accounts receive vouchers worth 20% of the interest earned, which can be swapped on the SBI VC Trade platform for XRP, Bitcoin, or Ethereum. Roughly 4.3 million accounts are eligible. If the three-month trial proves successful, the bank plans a permanent rollout in autumn 2026. The move deepens the long-standing partnership between Ripple and the SBI Group, and marks another step in integrating XRP into everyday banking.

On the technology front, RippleX is tightening security around the XRP Ledger. Developers have subjected the upcoming lending protocol to formal verification, a mathematical technique borrowed from the aviation and defense industries. Conventional testing had missed subtle bugs in the code; the new method has already uncovered them. The goal is to create a fortress-like environment for institutional credit markets. A major network upgrade is scheduled for June 15, 2026: the switch to software version 3.2.0, which cuts server memory requirements by up to 40%. Currently, 84% of nodes have installed the necessary preparatory update.

The bear market, however, remains unimpressed. XRP is changing hands at $1.16, having shed roughly 38% over the past year and nearly 40% since the start of January. The distance from its 52-week high of $3.65 is vast, while it hovers just above the year’s low of $1.05. The Relative Strength Index stands at 32, signaling deeply oversold conditions. Yet none of that is deterring large holders. Whales now control almost 46 billion XRP tokens, the highest concentration in eight years. Meanwhile, US spot XRP ETFs have attracted net inflows running into the billions, with May recording the strongest growth and not a single day of capital withdrawals.

A further institutional test arrives in July, when Ripple joins forces with the DTCC, BlackRock, and JPMorgan on a tokenization project that will shift portions of the global securities stock onto the blockchain. For now, analysts say a sustainable trend reversal requires a monthly close above $1.40. If the token slips below support at $1.04, another round of selling could follow. With the Senate vote pending, the SBI pilot unfolding, and the network upgrade imminent, XRP’s immediate trajectory hangs in a delicate balance.
